Description
Synopsis: This notice is a Notice of Intent (NOI). This notice is published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring dissemination of information regarding proposed contract actions. This is a Notice of Intent to award a Sole Source Firm-Fixed Price Contract under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 13.106-1(b) - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements., and is not a request for competitive quotes. The Department of Veterans Affairs, Employee Education Services intends to award a firm-fixed price sole source contract to The contractor National Fire Protection Association: 1 Batterymarch Park, Quincy MA 02169-7471. This contract will include: 1. Title of Contract: NFPA Online Training Subscriptions 2018 for NFPA 70E, 99, and 101 2. Background: The Veterans Health Administration has identified a need for electrical engineers, facility and safety managers and directors, electricians, electrical contractors, plant managers, facility maintenance personnel, electrical inspectors, risk managers, and project managers to receive necessary training to protect personnel by minimizing hazards of fire, explosion, and electricity. These on-line courses provide one avenue to get the required training. 3. Scope of Work: The contractor shall provide the Department of Veterans Affairs Employee Education System (EES) a total of 1,000 subscriptions each, to access the National Fire Protection Association (NFPA) online courses titled NFPA 70E: Standard for Electrical Safety in the Workplace (2018); NFPA 99: Health Care Facilities Code (2018); and NFPA 101: Life Safety Code for Health Care Series (2018). Aggregate total is 3,000 subscriptions per year, for asynchronous training access. 4. Period of Performance: The subscriptions shall be valid for each training series for 1 year from date of award, with 4 potential option years to renew. 5. Type of Contract: The Government anticipates award of a Firm Fixed Price Contract with 4 potential Option Years. 6. Place of Performance: N/A Request is for subscription access to NFPA s online website for NFPA series training as described herein. 7. Government Recognized Holidays: N/A 8. Contract Award Meeting: N/A 9: General Requirements: The courses listed below will be deliverable per contract to the VHA and made accessible on demand to VHA learners via a contractor-maintained web-based interface. An expert level on-line course is expected with knowledge checks at the end of each module. At the conclusion of the course participants will be provided with a course evaluation and a certificate of completion by the vendor. NFPA 70E: Standard for Electrical Safety in the Workplace (2018) Online Training Series The six online courses included in this series are: Introduction to Electrical Safety and the 2018 NFPA 70E ® 2018 NFPA 70E ®: Electrical Hazard Analysis 2018 NFPA 70E ®: Establishing an Electrically Safe Work Condition Working While Exposed to Electrical Hazards 2018 NFPA 70E ®: Personal Protective Equipment 2018 NFPA 70E ®: Safety-Related Maintenance and Special Equipment NFPA 99: Health Care Facilities Code (2018) Online Training Series The four online courses included in this series are: 2018 NFPA 99 General Requirements. 2018 NFPA 99 Application to Existing Facilities and Systems. 2018 edition NFPA 99 Medical Gas and Vacuum Systems 2018 NFPA 99 Electrical Systems for Health Care Facilities NFPA 101: Life Safety Code for Health Care Series Online Training Series (2018) Comprised of both the NFPA 101 Essentials: Life Safety Code Online Training Series (2018) and the NFPA 101 Essentials: Life Safety Code Occupancies Online Training Series The six online courses included in the NFPA 101 Essentials: Life Safety Code Online Training Series (2018) are: NFPA 101 Essentials: Life Safety Series General Requirements (2018) NFPA 101 Essentials: Life Safety Series Egress Basics (2018) NFPA 101 Essentials: Life Safety Series Egress Sizing and Arrangement (2018) NFPA 101 Essentials: Life Safety Series Egress Visibility and Awareness (2018) NFPA 101 Essentials: Life Safety Series Features of Fire Protection (2018) NFPA 101 Essentials: Life Safety Series Building Rehabilitation (2018) The five online courses included in the NFPA 101 Essentials: Life Safety Code Occupancies Online Training Series will be: NFPA 101 Essentials: Life Safety Code Occupancies Focus on Mercantile, Industrial, and Storage Occupancies (2018) NFPA 101 Essentials: Life Safety Code Occupancies Focus on Educational and Day-Care Occupancies (2018) NFPA 101 Essentials: Life Safety Code Occupancies Focus on Health Care, Ambulatory Health Care, and Board and Care Occupancies (2018) NFPA 101 Essentials: Life Safety Code Occupancies Focus on Residential and Detention and Correctional Occupancies (2018) NFPA 101 Essentials: Life Safety Code Occupancies Focus on Assembly Occupancies (2018) 10. Specific Mandatory Tasks and Associated Deliverables: The contractor shall provide VHA EES with 1,000 concurrent subscriptions to access their NFPA Online training website for the NFPA Series listed above. This access to the 3 programs shall be for 1 year from date of award plus an Option to renew subscriptions for 4 consecutive years (5 year total). At the conclusion of the course, participants will be provided with a course evaluation and a certificate of completion by the contractor. The contractor will provide access to the most current material as it becomes available throughout the contract period and the option years. All courses will be available to VHA learners 24 hours a day 7 days a week. 11. Formal Acceptance/Rejection of Deliverables: N/A 12. Changes to the SOW: Any changes to this SOW shall be authorized and approved only through written correspondence from the CO. A copy of each change will be kept in a contract folder, along with all other products of the contract. Costs incurred by the Contractor through the actions of parties other than the Contracting Officer shall be borne by the Contractor. 13. Contractor Reporting Requirement: Contractor shall issue a report to the Program Manager with a list of subscriptions/usage issued to VA employees under this contract. 14: Travel: No travel will be associated with this contract. 15: Government Responsibilities: The Government will provide the Talent Management System (TMS) as a location for learners to access the training course on the Contractor s system and the electronic course evaluation testing system for level 1 evaluations of the courses provided. 16. Confidentiality And Non-Disclosure: The Contractor shall not advertise the VA as clients without the express written consent of the Contracting Officer. 17. Information Security and Privacy Requirements: The Contractor shall not have access to any Government Information Systems. Contractor shall not have access to any sensitive Personnel Information. The contractor will have no access to Privacy Act information other than station and name of participants.
