- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The Solicitation number, N0018918QZ483. The proposed contract action is for commercial (services). The NAICS code is [484220] and the Small Business Standard is [$27,500,000.00]. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-62 and DFARS Change Notice 20150602. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAVSUP FLC Norfolk Philadelphia Office requests responses from qualified sources capable of providing: Services for the disassembly, transportation and reassembly of a one (1) C-1 Trader aircraft and associated engines bureau number 136792, from the former Quonset Air Museum in Rhode Island to NAVSUP WSS Philadelphia, Pennsylvania at display site, in front of the Aviation Office (Bldg1). NOTICE: This proposed acquisition will be a SMALL BUSINESS set aside. The Period of Performance is from July 20 2018- August 30 2018 (Estimated); Location is NAVSUP Weapon Support Systems- Aviation office, 700 Robbins Avenue, Philadelphia, Pennsylvania, 19111, FOB Destination applies. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. This action will result in a Firm Fixed Price Contract. The Requirements Statement is as follows (Section B): NAVSUP WSS Aircraft Static Display (C-1 Trader) Performance Work Statement Disassembly, transport, and reassembly of one (1) C-1 Trader aircraft and associated engines bureau number 136792, from the former Quonset Air Museum in Rhode Island to NAVSUP WSS Philadelphia, Pennsylvania. Contract should include all labor, transportation, oversize permits, cranes, materials, and other miscellaneous costs. 1.Contractor shall coordinate and arrange pickup, disassembly and loading of C-1 Trader Aircraft from Quonset Air Museum. Point of Contact for Quonset Air Museum is Mr. John Kane, nasquonsetmuseum@gmail.com / 401-226-2288. 2.Contractor shall disassemble aircraft as required to make safe for transport and reassemble at final destination as required. Contractor will: Provide all labor, materials, and equipment for the disassembly, loading and assembly of the C-1 aircraft. Perform all work using established commercial practices for moving museum aircraft. Inspect aircraft for presence of charged fire bottles or other pyrotechnics. Report findings to COR. Disassemble C-1 aircraft into transportable sections for ground transportation or movement. Contractor is responsible for the safe transportation of the aircraft from Point A to Point B. Build any special jigs or fixtures necessary to secure parts for shipment. Plug and bag lines that may contain residual oil or hydraulic fluid to prevent leakage. Cover and secure with plastic sheeting any interior parts that will be exposed to the elements. Ensure that aircraft structural integrity is maintained. Ensure that disassembly is performed so as to preserve the historic material of the aircraft. Rivets are expendable; nuts, bolts and hardware should be preserved and kept with related assemblies whenever possible. Ensure that all parts and identified and tagged or marked with noninvasive markers. Comply with US Navy and EPA regulations for disposal of fluids. 3.The US Navy will: Be responsible for final inspection and acceptance upon completion of work and prior to invoice submission. 4.The contractor shall preserve and protect all structures, equipment, and vegetation (such as trees, shrubs, and grass) on or adjacent to the work site, which are not to be removed and which do not unreasonably interfere with the work required under this contract. The contractor shall only remove trees when specifically authorized to do so, and shall avoid damaging vegetation that will remain in place. If any limbs or branches of trees are damaged or broken during contract performance, or by careless operation of equipment, or by workmen, the contractor shall trim those limbs or branches with a clean cut and paint the tree with a tree-pruning compound. 5.The contractor shall also protect from damage all existing improvements and utilities both at or near the work site and on adjacent property of a third party, the locations of which are made known to or should be known by the contractor. The contractor shall repair any damage to those facilities, including those that are the property of a third party, resulting from the performance of work. 6.The contractor shall be responsible for obtaining any necessary licenses and permits, and for complying with any federal, state, and municipal laws, codes, and regulations applicable to the performance of work. The contractor shall also be responsible for all damages to persons or property as a result of the work being performed 7.The contractor shall at all times keep the work area, including storage areas, free from accumulations of waste materials. Before completing the work, the contractor shall remove from the premises any rubbish, tools, scaffolding, equipment, and materials that are not the property of the Government. Upon completing the work, the contractor shall leave the work area in a clean, neat, and orderly condition satisfactory to the contracting officer or his representative. 8.The contractor shall provide and maintain work environments and procedures which will: a)Safeguard the public and Government personnel, property, materials, supplies, and equipment exposed to the contractor operations and activities. b)Avoid interruptions of Government operations and delays in project completion dates c)Control costs in the performance of this contract. 9.Place of performance: Pick up location: Quonset, RI. Final Destination of C-1 Trader aircraft is to be positioned in front of NAVSUP WSS main office building (Building #1) on concrete and rock pad (next to F/A-18 aircraft) and safely secured. Existing aircraft in spot to be removed prior to arrival of C-1 Trader (via separate contracting action). 10.Period of Performance: The period of performance shall be such that the final delivery is completed not later than 30 August 2018. By submission of its quote, the quoter accepts all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Quoters must clearly identify any exception to the solicitation and conditions and provide complete accompanying rationale. The quoter s submission shall be in the form prescribed by, and shall contain a response to each of the areas identified in the solicitation provision entitled Submission of Quotes. Award will be issued to the responsible quoter whose submission is lowest price. The method of evaluation used by the Contracting Officer is solely within the discretion of the Contracting Officer. LOWEST PRICE RESPONSIBLE QUOTER: The lowest priced quoter will be evaluated first and if the quoter is determined responsible (based on the general standards of responsibility prescribed by FAR 9.104), no further quotes will be evaluated, as that quote represents the best value to the Government. Award shall be made to that quoter without further evaluation of any other quotes. If the lowest priced quoter is determined not responsible, the next lowest priced quoter will be evaluated and the process will continue (in order by price) until a quoter is determined responsible or until all quoters are evaluated.
