- This is a sole source announcement. A written solicitation will not be issued. Health Resources and Services Administration (HRSA) intends to award a firm fixed price contract to Louisiana State University to procure on-site Deoxyribonucleic acid (DNA) sequencing and analysis, Ribonucleic acid (RNA) sequencing and expression analyses, fragment analyses, primers and probes design, and protein expression analysis together with other Gene Laboratory Core Services and Analytics. The period of performance shall be for one 12-month base period and four 12- month option periods. This effort is in support of the National Hansen's Disease Programs (NHDP). This notice is provided pursuant to 40 U.S.C. 3304(a)(1) and FAR part 6.302-1: the supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. Extensive market research was conducted prior to the posting of this notice. DNA services are an integral part of our research mission and changing current providers would require significant restructuring and retraining with great loss of time and efficiency by the government. No other provider is located in the area that can supply services in such a timely and collegial manner. Continuity of analysis is needed to permit comparison of results obtained in long-term studies and avoid the extra expense of re-standardization or loss of precious research samples. Louisiana State University is the only known source capable of providing the required services. The intent of this notice is not to solicit competitive offers. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, interested offerors may submit their capabilities or responses before the closing date and time of this notice to the Government for consideration. A determination by the Government not to compete this proposed contract action is based upon responses to this notice and is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests.
