- This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to provide potential offerors information of the prospective project. Naval Facilities Engineering Command Southeast (NAVFAC SE) in Jacksonville, Florida intends to solicit and award a firm-fixed price (ffp) design-bid-build (dbb) construction contract for Explosive Handling Wharf (EHW) 1 Phases 2 and 3 Repairs. This design-bid-build solicitation (DBB) is being advertised on an unrestricted basis, inviting full and open competition by all interested firms with specialized experience and qualifications required by this project. The contractor will be required to perform all services necessary for the construction of the project. The scope of the proposed project includes repairs and improvements to the EHW1 facility, including but not limited to, as follows: Phase 2: Repair and/or replacement of the roof cladding, attachments, coatings and sealants; repair of the roof ridge vents; repair of the gutters and downspouts; repair of the roof framing system; repair of the elevated walkways; and repair of the elevated walkway handrails and guardrails. Phase 3: Repair and/or replacement of the wall cladding, attachments, coatings and sealants; repair of the ventilation louvers; repairs of the electrical components including electrical conduit, fixtures, and corrosion control of utility covers; repair of the crane rail system including crane rail, hot rail, and truck overhaul; repair of the stairs and handrails; replacement of the HVAC system in the support building; and replacement of the elevator. This is a negotiated procurement utilizing a best value source selection process utilizing the lowest price technically acceptable (LPTA) approach. Award will be made to the offeror whose total price and non-price proposal offers the best value to the government. Proposals will be evaluated on total price for the project. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance, small business utilization and experience information, and a price proposal for evaluation by the Government. Large business concerns are required to submit a subcontracting plan prior to award of the contract. Offerors shall submit with their offer a bid bond of $3 million/20 percent of the offer price for Wage Rate Requirement (Construction), formerly known as Davis Bacon Act (DBA), work. Contract award is anticipated on or about September 2018. The construction completion date for Phase 2 will be 730 days from date of contract award and for Phase 3 will be 540 calendar days from date of contract option award. The estimated price range for the entire project is between $25,000,000 and $100,000,000. The NAICS Code for this procurement is 237990 “ Other Heavy and Civil Engineering Construction and the annual size standard is $36.5M. This will be an electronic solicitation and any attachments, which can be viewed and/or downloaded from Navy Electronic Commerce Online (NECO) at https://www.neco.navy.mil/ when it becomes available. The solicitation will be available at this site NO EARLIER THAN 15 days after this pre-solicitation notice is posted. A Pre-Proposal Meeting and Site Visit will be scheduled seven to ten days after issuance of the solicitation with details to be provided in the solicitation or by amendment. Proposals will be due no earlier than 30 days after the solicitation is released (exact date and time will be specified in the solicitation). Offerors are responsible to check NECO and FedBizOpps for the solicitation and any subsequent amendments that may be issued. This is a new procurement. It does not replace an existing contract. No prior contract information exists. Prospective offerors are notified that the Government does not intend to use Part 12 Acquisition of Commercial Items for this acquisition. A sources sought notice N694505361737 for this procurement was posted on April 19, 2018 on NECO and FBO, and a market survey was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms. As a result of the market research analysis, a determination was made to solicit this procurement on an unrestricted basis inviting full and open competition. The NAVFAC SE small business office concurs with this decision.
