- The USDA-Natural Resources Conservation Service (NRCS) - Specialized Services Team located in Lafayette, LA is issuing this pre-solicitation notice in advance of the solicitation to be issued under the procedures set forth in FAR Part 15 to provide the implementation of various conservation practices as part of the Mississippi Gulf Coast Conservation Reserve Program (GCCRP) in six counties within Mississippi (George, Jackson, Hancock, Harrison, Pearl River and Stone). This requirement is a result of the Category 1 Projects approved under the authority of the Resources and Ecosystems Sustainability, Tourist Opportunities, and Revived Economics of the Gulf Coast States (RESTORE Act). The work shall consist of providing all materials, equipment, tools, supplies, labor, expertise and credentials (licenses, permits and certifications) necessary for the application of the following NRCS practice standards outlined in the NRCS electronic Field Office Technical Guide: Brush Management (314), Herbaceous Weed Control (315); Conservation Cover (327); Prescribed Burning (338); Firebreak (394); Tree/Shrub Site Preparation (490); Tree/Shrub Establishment (612); and Forest Stand Improvement (666). The intent of this solicitation is to award multiple firm fixed price Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for these services. The NRCS may award one or more indefinite delivery-indefinite quantity (IDIQ) contracts as a result of this requirement. Awards may provide for a contract servicing one county or all counties as part of this requirement. The anticipated contract period will include a base year with four, one (1) year option periods for a contract maximum of five (5) years. Work will be ordered within the defined counties by issuance of individual task orders. The total anticipated contract amount is estimated at $2.5M over the five (5) year period. This is a Total Small Business Set Aside under NAICS Code 115112 and the Small Business Size Standard is $7.0M. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the System for Award Management (SAMS) to be considered for an award of a Federal contract.
