- The Department of Veterans Affairs, Network Contracting Office 9, hereby provides notice of its intent to award a sole-source, firm fixed contract to Huron Consulting Services LLC (The Studer Group, LLC), 550 W. Van Buren St, Chicago, IL 60607. Huron Consulting Services LLC (The Studer Group LLC) is the only vendor capable of providing statistically proven high reliability healthcare organization transformation services, techniques, processes, and supporting tools/ templates including AIDET ® Communication Tactic, etc. The vendor is the exclusive intellectual property owner and provider of these proprietary resources and trademarks with over 1,200 fully dedicated healthcare consultants. The contract is expected to be awarded under FAR 13.501(a). A Justification and Approval for Other Than Full and Open Competition has been prepared. The period of performance shall be a base year of 9/28/2018 through 9/27/2019, with four one-year option periods through 9/27/2023. The contract will be for high reliability healthcare organization transformation services supporting the Tennessee Valley Healthcare System (TVHS) VA Medical Center (VAMC), Nashville, TN and VAMC Murfreesboro, TN. NAICS code: 611430, Professional and Management Development Training (SBA Size Standard $11 Million) THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement no later than June 23, 2018, 4:00 PM, CT. Interested parties are encouraged to furnish information by email only with Response to Intent to Sole Source for High Reliability Healthcare Organization Transformation Services in the subject line. All documents submitted will not be returned. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and certifications/accreditations that will demonstrate the ability to support these requirements. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
