- Please note that we are re-publishing this sources sought notice to gather the most recent information from vendors on the current marketplace. One new question was added in the requested information list under question 3 below. In addition, the proposed period of performance has been extended. This announcement is a Sources Sought Synopsis (market survey). This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this sources sought is to determine interest and capability of potential businesses. The Government may use responses to this sources sought synopsis to make an appropriate acquisition decision for this project. The U.S. Coast Guard Surface Forces Logistics Center is conducting market research for potential qualified contractors for the dry docking of the Icebreaker CGC HEALY during our 2019 fiscal year that runs from 01Oct2018 to 31Sept2019. Initial performance dates are: 04Dec2018 to 04May2019. The CGC HEALY is homeported in Seattle, WA at 1519 Alaskan Way S., Seattle, WA 98134. The CGC HEALY, the Coast Guard's largest vessel, is 420 feet long, 82 feet wide, drafts 31 feet (at full load), and weighs 16,660 long tons (at full load). CGC HEALY is home ported in Seattle WA. NAICS Code for this requirement: 336611 - Ship Building and Repairing FSC Code for this requirement: J999 - Non-Nuclear Ship Repair (West) Size Standard: 1,250 Employees Note that it is excepted that during performance of the dry dock during that there will be a significant amount of work that will be done on the Propulsion Control System by the OEM that shall require a designated laydown area at the dry dock facility, as well as, regular coordination with the Coast Guard and the OEM to avoid overlap in work and other issues that may arise. Significant work to be accomplished: • Renew both propellers • Overhaul both shaft seals • Remove, repair and inspect both rudders • Void inspections, leak tests, and preservation • Ballast tank inspection • Ballast tanks 100% blast and preserve (8 tanks 20,000-120,000 gallons in volume) • Overhaul 2 fuel oil purifiers and 2 lube oil purifiers • Perform repairs and general maintenance on the bow thruster unit • Perform general maintenance on the 5 cranes and 2 boat davits • Blast and paint the underwater hull (approximately 25,000 square feet) • Renew all Impressed Current Cathodic Protection system anodes and die-electric shields (total 20) • Renew all sea valves using GFE valves • Renew or repair various system valves and relief valves • Renew system flex hoses • Repair compartment and pipe insulation • Repair various interior deck coverings (approximately 2,000 square feet) • Repair or renew science deck tie down sockets • A/C Renewal • Distilling plant overhaul • Painting and deck coating/covering renewal • Additional work normally included in dry dock availabilities Note: That previous dry docks of the CGC HEALY have been geographically restricted the West Coast of the United States of America and this one may be so restricted. In particular, availability for 04Dec18 to 04May2019. 3) How much time do you need from date of award to the start of the dry dock (e.g., a two month award before start of work)? a) Could you perform a dry dock with a 30 day date of award before work starts? 4) Provide the location for the dry dock. 5) If you like, please supply any past performance or an overall description of firm's qualifications and capabilities relevant to fulfilling the above requirement. The Government intends to advertise a solicitation for this project in the future. At this time, a solicitation does not exist; therefore, offers shall not be accepted. It is the potential Offeror's responsibility to monitor FedBizOps for release of any future solicitation that may result from this Sources Sought Notice.
