- Statement of Work COMBINED SYNOPSIS/SOLICITATION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government reserves the right to award without discussions. In accordance with FAR 5.207(c)(16)(i), all responsible sources may submit a proposal or quotation which shall be considered by the agency. All prospective contractors must be registered in the Central Contractor Registration (CCR) database to be awarded a DoD contract. The solicitation document, FA8604-18-Q-2055, is a Request for Quotes (RFQ) and incorporates FAR provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-98. The associated NAICS code is 511210. Small business size standard is: $38.5M See the attached Statement of Work for requirement specifications. The Contractor's response to this solicitation should include a plan of action for completing the required work. If the Contractor is not capable of completing any of the required tasks it shall be specified in their response to this solicitation. The estimated Period of Performance to complete the required tasks is 02 Jul 2018 - 28 Sep 2018. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. All items must be TAA compliant in accordance with FAR. DPAS rating is DO-A7. Award will be made to the lowest price, technically acceptable, responsive, responsible offeror. The lowest priced quote will be reviewed for technical acceptability. If that quote is awardable then no other quotes will be evaluated. If the lowest priced quote isn't awardable then next lowest quote shall be evaluated. The evaluation process will follow Simplified Acquisition Procedures (SAP) in accordance with FAR 13. Anticipated Award Date is 29 Jun 2018. Lt Col Peter A. Sandness has been appointed as Ombudsman. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. The Ombudsman does not participate in the preparation of solicitations, evaluation of proposals or source selection process and does not diminish the authority of the contracting officer.
