This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. [Respondents will not be notified of the results of the evaluation]. Proposed project will be a competitive, firm-fixed price contract for Cultural Resource Services Single Award Indefinite Delivery and Indefinite Quantity for Civil Works, Military, I&IS, and Work for Others in Southern California, Southern Nevada, Southwestern Utah, and Arizona, and All Regions Served by the Los Angeles District of the South Pacific Division of the U.S. Army Corps of Engineers. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. The results and analysis of the market research will finalize the determination of procurement method. The type of set-aside decision(s) to be issued will depend upon the responses to this synopsis. Description of Services The Contractor shall provide or obtain professional expertise in all pertinent disciplines, research facilities, equipment, materials, and labor to provide the cultural resources services described in the scope of work contained in individual delivery orders issued by the Contracting Officer. These services may include cultural resources literature searches, reconnaissance studies, intensive surveys, testing/evaluation programs, mitigation through data recovery and analysis, construction monitoring, facilitating tribal consultation meetings and tribal coordination, ethnographic studies, curation activities, and other related services. All services shall be performed in a manner that meets professional standards and practices. The Contractor shall complete appropriate state site and survey forms in a manner that conforms to State Historic Preservation Officer requirements, repository guidelines, and professional standards. The Contractor may be required to use collected data to document recommendations of eligibility, complete National Register forms, and provide recommendations and time and cost estimates for additional investigations and/or mitigation measures. These services may also include impact analysis suitable for NEPA/CEQA documentation. The North American Industry Classification System code for this procurement is 541990 which has a small business size standard of $15,000,000.00 Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting that they must perform at least 15% of the cost of the contract, not including the cost of materials, with their own employees for general construction-type procurement. Prior Government contract work is not required for submitting a response under this sources sought synopsis. The official synopsis citing the solicitation number will be issued on Federal Business Opportunities www.fbo.gov and inviting firms to register electronically to receive a copy of the solicitation when it is issued. If your company is interested in this project, please reply to the following questions, responses shall be limited to 5 pages. Offerors name, address, point of contact, phone number, and email address. Offerors interest in bidding on the solicitation when issued. Offerors capability to perform a contract of this magnitude and complexity (include offeror's in-house capability to execute the work, comparable work performed within the past 5 years, and brief description of the project, customer satisfaction, and dollar value of project); provide at least 3 examples. Project examples must be in the range of $150,000.00 - $1,000,000.00. Offerors type of business and business size (whether large business, small business, HUBZone, Service Disabled Veteran Owned Business, 8(a)). Offerors Joint Venture information, if applicable, existing and potential. Offerors (other than small businesses) should also provide their assessment of the degree of involvement by small and SDB subcontractors, stated as a percentage of subcontracted dollars. Offerors experience with National Register of Historic Places eligibility assessments. Number of staff dedicated to contract that meet Secretary of Interior's qualifications standards. Provide summary of qualifications and resume of Principal Investigator(s). Offerors experience with prehistoric/historic archeological survey and data recovery.
