- Notice of Intent to Award Sole Source Title: 2020 Census of the Island Areas The NAICS code for this acquisition is 921110. The U.S. Census Bureau plans to contract by means other than full and open competition and enter into sole source contracts under FAR 6.302-1 with the governments of American Samoa, the Commonwealth of the Northern Mariana Islands, Guam, and the U.S Virgin Islands to perform the 2020 Census of the Island Areas. In accordance with the designation letters each Island Area Governor has provided, the U.S. Census Bureau plans enter into sole source contracts with: 1. Commonwealth of the Northern Mariana Islands Department of Commerce, Central Statistics Division 2. Guam Bureau of Statistics and Plans 3. University of the Virgin Islands 4. American Samoa Department of Commerce, Statistics Division The United States Constitution mandates that a census of the nation's population be taken every ten years. Title 13 of the U.S. Code authorizes the Secretary of Commerce (delegated to the Director of the U.S. Census Bureau) to undertake the decennial census. The geographic scope of the decennial census is specified in 13 U.S.C. 191(a) as covering the 50 states, the District of Columbia, the Virgin Islands, Guam, the Commonwealth of the Northern Mariana Islands, and the Commonwealth of Puerto Rico, and as may be determined by the Secretary, such other possessions and areas over which the United States exercises jurisdiction, control, or sovereignty. This includes American Samoa. In accordance with 13 U.S.C. 191(b), for censuses taken in the Virgin Islands, Guam, the Commonwealth of the Northern Mariana Island, or any possession or area not specifically designated in subsection (a) of this section, the Secretary may use census information collected by the Governor or highest ranking Federal official, if such information was obtained in accordance with plans prescribed or approved by the Secretary. The 2020 Census of the Island Areas will collect demographic, social, economic, and housing characteristics. Given the political, social, cultural, and economic characteristics of the Island Areas, the U.S. Census Bureau has determined that the Island Area governments are uniquely capable of performing the work. The period of performance of these contracts will have a base period date of award through September 30, 2019 with a one-year option period from October 1, 2019 through September 30, 2020. This notice of intent is not a request for capability statements or competitive proposals; however, all capability statements received within ten (10) days of the issuance of this notice will be considered by the agency. A determination by the government not to complete the contracts based upon responses to this notice is solely within the discretion of the government.
