In accordance with Federal Acquisition Regulations paragraph 15.201 (e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract Key Dates: Release Date: 9 May 18 Response Date: 08 June 2018 Issued by: 711 HPW/USAFSAM Purpose 711th Human Performance Wing (711 HPW) School of Aerospace Medicine (USAFSAM) requires a centralized web based application to support training functional areas. These areas consist of course design and development, and information analysis (reports). This shall provide a suite of automated tools to use throughout USAFSAM to manage schoolhouse training activities, and reporting tools to aid decision makers, and new business practices to maximize efficiency and minimize duplication. Background The mission of the United States Air Force School of Aerospace Medicine (USAFSAM) is to provide aerospace medicine training, education, and consultation in direct support of the Air Force, Department of Defense (DoD) agencies, and allied nations during peacetime and contingencies. USAFSAM focuses their training mission in the areas of human performance enhancement, hyperbaric sciences, public health, occupational health, disease prevention, environmental quality, and aerospace medical evacuation. USAFSAM is seeking a baseline suite of automated course development tools to support training and manage schoolhouse activities, reporting tools to aid decision makers, and new business practices to maximize efficiency and minimize duplication while supporting training. This software is critical to the USAFSAM training mission as there is currently no specialized course design and development software being used. Guidelines USAFSAM requires a centralized web based application at Wright-Patterson AFB to support training functional areas such as: course design and development and information analysis. This effort shall provide a suite of automated tools throughout USAFSAM to manage schoolhouse training activities, and reporting tools to aid decision makers, and new business practices to maximize efficiency and minimize duplication. This effort will support approximately 40 users utilizing the system daily. Objectives for this Contract Provide and sustain a centralized web-based interactive courseware implementation used for course design and development. •• Course development - The contractor shall set up a course design and development program and configure it for use by USAFSAM. This includes the loading of all reference data necessary for initial operation such as current or historical data provided by USAFSAM. The product will provide the means for course development for all types of training. This product will eliminate redundant entries of information and systematically guide instructional designers through the ISD process. The process would be dynamic with phases occurring in chronological order, with deviations if needed. The program will create charts, forms, and other data entries. These products will be formatted specific to USAFSAM and be able to be formatted for print. There may be any number of users with the same role or different roles assigned within a project. Depending upon the role privileges, access to some phases and tasks may not display or provide read-only access. Through the phases and tasks, the program coordinates the efforts of the development team creating documents and standardizing the creation of courses. The contractor shall set up a web based solution based that includes use in development of training courses, training materials, and course documents. •• Systems/Database Management Administration - The contractor shall provide database management to include, but not limited to conducting data cleansing, data backup, and data integrity strategies for all production systems. Provide server maintenance for production, mirror, and development servers. Ensure server configuration is in compliance with all applicable STIGs, IA directives, and industry best practices. Contractor will generate and maintain all requirements of a Continuity of Operations Plan (COOP). Generate and maintain all requirements of a Disaster Recovery Plan for USAFSAM servers. Generate and maintain all requirements of a Business Continuity Plan for all USAFSAM servers. Perform required software upgrades and maintenance to both production and development server environments. Ensure configuration control is maintained to industry standards. The contractor shall provide Computer System Administration and maintenance support for all current and future USAFSAM servers (virtualized, production, & mirror development). To include build/upgrade servers, backup/restore, software installations, hardware/software configurations, security patching and performing security mitigation to correct security violations. •• Customer Support - The contractor shall provide help desk level 1 and 2 problem identification and troubleshooting. Support will encompass software, hardware, and database items/events. Provide general information to the community that includes version release changes, hardware outages, and system-wide hardware/software/database problems. Direct the user to appropriate staff or organization to respond to the problem (e.g. policy issues, hardware configuration, and software failure). Document and manage all trouble ticket problems in the Customer Service Report. The Customer Service Report will provide analysis to support help desk staffing/manning decisions. Generate User Access Control and Account Management for all USAFSAM users. •• Configuration Management - The contractor is responsible for developing, implementing, and updating a Configuration Management Plan in PVCS for all technical services, systems, hardware, software, components, documentation, forms and processes operated under this contract. The contractor shall establish, implement, and comply with a process for configuration management for all aspects of the contract. Provide, revise, track, and maintain drawings, configurations, specifications, and any other documentation for systems under this contract. All changes made in the field shall be reflected in documentation and drawings. This information shall be online and accessible to designated government personnel. Track change requests for systems and application modifications using a contractor provided or government furnished change request system. •• Maintenance- The contractor shall provide software/web site services as needed to sustain, integrate, and upgrade the capabilities. •• Monthly Status Report - The contractor shall publish a Monthly Status Report that provides a description of planned accomplishments, issues, challenges, and work completed. The contractor shall provide and maintain a project schedule for this work. The plan will identify major work areas (e.g. software install, training) describing work being accomplished and planned. The report will also include resources expenditures against activities and current USAFSAM priorities. •• Certification and Accreditation - The contractor shall deploy the USAFSAM training program in accordance with all USAF, DoD, and government computer standards and instructions. The contractor shall follow all certification and accreditation standards. The contractor shall provide security accreditation needed to sustain and integrate the USAFSAM training program capabilities in accordance with Command and AF security requirements. •• Training - The contractor shall train government staff and/organizations to deliver the training, i.e. train the trainer, rather than training the end user. The contractor shall develop the training methods, delivery approach and materials needed to accomplish the training. The government will be responsible for duplicating and distributing training material for training the end user community. Proved course design and development training for government staff and organizations. Classes will be conducted in USAFSAM facilities at Wright-Patterson AFB, Ohio. The contractor shall create user accounts for those users who successfully complete the training. Information Requested •1. What experience with architecting Amazon Web Services like Elastic Computing Services (EC2), AMI (Linux), Elastic Bean Stalk, IAM, and Relational Database Services (RDS) to provide an efficient, secure, reliable, elastic, and cost efficient cloud platform? (PWS 3.2, 3.5) •2. What experience with AWS Virtual Private Cloud (VPC) to provide a virtual network platform? What experience leveraging multiple layers of security, including security groups and network access control lists, and to help control the access to Amazon EC2 instances in each subnet ? What experience with AWS best practices? (PWS 3.2) •3. Do you have any experience migrating applications to government hosting environments? (PWS 3.1, 3.3, 3.4, 3.6, 3.7, and 3.11) •4. Do you have experience with DISA's cloud security requirements, implementing application level security controls per the DoD Risk Management Framework, and documenting any residual risk per the Program of Objectives, Actions, and Milestones? (PWS 3.8 and 3.9) •5. What experience with configuration of AWS cloud infrastructure and integration of applications to enable SSO authentication by DoD CAC/PKI ? (PWS 3.10) •6. What experience with implementing and assessing the guidance contained in the DISA Application Security and Development, Security Technical Implementation Guide (STIG)? (PWS 3.8, 3.9, and 3.10) Capability Statement Requested In addition to the request for inputs on the above questions, we also request interested parties to provide their Capability. The Capability information should include the following elements: 1. Your capability should address the following, at a minimum: a. Provide a brief history of the experience of your business or corporation in assisting customers with cloud migration. b. If you have performed the services described in this RFI, please provide the contract number (if Government) or customer/company (non‐Government); the scope of work and total dollar amount, and; state whether you were a prime or subcontractor, the tasks and percentage of work performed directly by your company. Please list this for each separate contract. 2. In the event the Government issues an RFP for this effort, identify your intent to submit a proposal or describe your likely level of participation. 3.
