- Attachment A - quantities, hardware software minimum and desired attrubutes This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are requested and a written solicitation will not be issued. The solicitation number is HM0476-18-R-0042 and is issued as a Request for Quote (RFQ), in conjunction with FAR Part 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-98. The associated North American Industrial Classification System (NAICS) code for this procurement is 423430 with a small business size standard of 250 employees. This requirement is a Small Business set-aside and only qualified offerors may submit quotes. Solicitation The National Geospatial-Intelligence Agency (NGA), is requesting quotes for the purchase of asset management systems. The asset management system should include the following: •A rugged tablet capable of operating in extreme environments •The ability to capture government hardware inventory via the use of RFID handheld scanners •Software able to manipulate the data and export the data to commercial and legacy systems Attachment A of this solicitation includes: the quantities of various hardware components contemplated for purchase by the Government; the minimum, mandatory technical requirements of the hardware and software; and additional desired hardware and software features. Offerors must meet all mandatory requirements of the hardware and software and are encouraged to address the desired features. Offerors are encouraged to use the description column in Attachment A to provide additional detail about their proposed solution. The Government will use best value as the basis for award. Price and other factors will be evaluated to determine best value for the Government. Quotes that fail to meet the mandatory requirements will not be considered for award. When making the best value determination, the Government will consider attributes that exceed the mandatory, minimum requirements and responses to desired features. Offer MUST be good for 30 calendar days after close of the solicitation. Delivery should be made to National Geospatial-Intelligence Agency, 7500 GEOINT Dr., Springfield, VA, 22150. Shipping must be free on board (FOB) DESTINATION, which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery. New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. Question Submission: Interested offerors must submit questions concerning this solicitation within five (5) days of the posting of this solicitation. Questions submitted after five (5) days of posting may be answered at the government's discretion. Failure to comply with the terms and conditions of this solicitation may result in offer being determined as non-responsive. This solicitation requires registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Registration must be "ACTIVE" at the time of award. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34.
