Description
Purpose: The purpose of the FBO Notice is to announce that Network Contracting Office (NCO) 15, Leavenworth KS intends to solicit proposals from contractors to provide services as part of its Health Care for Homeless Veterans (HCHV) program for Low Demand Safe Haven (LDSH)services. Services will be for the Department of Veterans Affairs Kansas City and Leavenworth Medical Centers. Objective/Milestone: The goal of the HCHV program is to end homelessness amongst Kansas City and Leavenworth VA Medical Centers Veterans population by enhancing current homeless service capacity. The intent of this contract is to engage a community provider to offer homeless Veterans services through the Low Demand Safe Haven program. Services will be provided 24/7 to homeless Veterans. This contract is expected to house and serve chronically homeless male and female Veterans in need of immediate placement in a safe environment with onsite supportive services. Stabilization of these Veterans suffering from co-morbid conditions that include serious mental illnesses, substance abuse disorders, and complex needs is seen as a critical step toward ending homelessness. The VA anticipates issuing a solicitation for this requirement on or about June 8, 2018 with a closing date for proposals on or about July 11, 2018. The solicitation will be available for download from http://www.fbo.gov. Interested contractors will be responsible for downloading copies of solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide full information to contractors about the proposal submission process. Prospective offerors are encouraged to register their interest in the solicitation on the FBO website so that they are notified of the issuance of the solicitation and any amendments. The Solicitation will be published under the NAICS Code is 623220 with a small business size standard of $15M. Based on the Contracting Officers completed Market Research report IAW Far Part 10, the procurement will be solicited as unrestrictive, full and open competition and be awarded to multiple vendors to meet the Governments needs for LDSH HCHV services to house twenty-five (25) Veterans per day for the Kansas City surrounding area and no more than eleven Veterans for Leavenworth s catchment area per day based on each Veterans assessment. In accordance with FAR 52.204-7, Required Central Contractor Registration and in accordance with FAR 2.101, Veterans Affairs Acquisition Regulation (VAAR) 802.101, VetBiz Registration, prospective contractors must be registered in Central Contractor Registration (CCR) and in VetBiz databases under the applicable NAICS. Firms may obtain CCR information under the System for Awards Management (www.sam.gov) and Vet Biz information at http://www.vip.vetbiz.gov. To be eligible for award, contractors must be registered in the System for Award Management (SAM) data base at www.sam.gov. Registration is free and potential offerors are encouraged to visit the website and register as soon as possible to avoid delays should they be selected for a contract award.
