- Subject to FAR Clause 52.215-3, entitled, Solicitation for Information and Planning Purposes, this announcement constitutes a Sources Sought for information and planning purposes to identify qualified and experienced sources. The anticipated Indefinite Delivery/Indefinite Quantity commercial type contract with Firm-Fixed Price provisions will be for Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) for the Commander, Naval Surface Force, U.S. Atlantic Fleet (CNSL) under NAICS Code 541712 with a size standard of 1,000 employees. It is anticipated that the period of performance for this requirement will be a five (5) year ordering period beginning on or around 15 December 2018. The incumbent contract number for this service is W15P7T-17-D-0146 and the incumbent contractor is IAP Worldwide Services, Inc. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. It is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response. Background: The Commander Naval Surface Force, Atlantic (CNSL) mission is to maintain and provide operational war-fighting assets to the Fleet Commanders. Readiness Assistance Teams (RAT) events are training evolutions, partnering with ships crews to improve technical knowledge, operational understanding, performance during assessments, and ultimately, enhanced readiness. Additionally, RATs provide critical technical support to CNSL N44 Readiness Evaluations during Atlantic Fleet ships training cycles. RATs provide support for all CNSL ship classes to include Dock Landing Ships (LSD), Amphibious Transport Docks (LPD), Guided Missile Destroyers (DDG), Guided Missile Cruisers (CG), Multiple Purpose Assault Ships (LHD), Amphibious Command Ships (LCC), and Coastal Patrol Class (PC). RATs are mainly operated at customer sites in Continental United States (CONUS) at Norfolk, VA and Mayport, FL. Some foreign travel will be required; see below in travel section. The RAT will be based and primarily stationed in Norfolk, VA. RATs are TYCOM assets employed to provide timely direct support to ships, tailored to the ships needs and requirements. RAT ship visits are intended to significantly enhance a ships organic proficiency and capabilities for a discrete period of time as an added capability to conduct training and address material issues. RAT visits are an integral part of the Optimum Fleet Response Plan (OFRP) to include the normal training cycle and are not prerequisites for any event in the ships operating cycle. This allows flexible responsiveness to unique circumstances that may be present aboard a given ship. RATs represent an enhancement to the existing structures emplaced to produce the readiness required of CNSL ships to achieve their mission requirements. RATs are an important TYCOM capability to service Fleet requests from ships Commanding Officers for expertise as needed without the imposition of a formal inspection or assessment requirement. RATs also provide a resource of naval engineering and combat systems experience upon which the TYCOM staff can draw in addressing current and future readiness challenges. RATs provide proficient subject matter experts (15 plus years of naval experience) to include discreet skills in direct support of Steam/Gas Turbine/Diesel propulsion systems and AEGIS/Non AEGIS combat systems. These diverse skill sets support Sailor-centric deck-plate training, material review, program auditing, and naval readiness support that enhance overall proficiency and material readiness to enhance CNSL ships abilities to conduct sustained operations at sea, in support of the nations strategic objectives. Scope: The Contractor shall deliver the necessary resources to perform the requirements of this PWS. The NAVSUP Fleet Logistics Center (FLC), Norfolk, Virginia is seeking information on qualified and experienced sources for planning purposes in an effort to derive acquisition strategy for the support services detailed above and in the attached PWS. Responses to this Sources Sought request should reference N0018918RCNSL and shall include the following information in this format: 1. Company name, address, point of contact name, phone number, fax number and email address. 2. GSA Schedule, Seaport-e Schedule, or any other DoD Contract Vehicle. 3. Size of business - Large Business, Small Business, Small Disadvantaged, 8(a), Hubzone, EDWOSB, WOSB, SDVOSB, Veteran-owned, etc., in accordance with the NAICS Code. 4. Contractor and Government Entity (CAGE) Code. 5. Capability Statement detailing the contractor s ability to provide support services for the requirements specified in the PWS. Relevant past performance information on same/similar work within the last 5 years is to be included. Please include in past performance information the contract numbers, dollar value, and period of performance for each contract referenced in the response to this sources sought and detail how these contracts are similar in scope, complexity, and magnitude to this requirement. 6. Include any other supporting documentation. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Standard company brochures will not be reviewed. Submissions are not to exceed ten (10) typewritten pages in no less than 12-font. Also, indicate if your company can be a prime contractor for this effort or, if not, whether your company can be a subcontractor.
