- SOURCES SOUGHT ANNOUNCEMENT The Defense Information Systems Agency (DISA) is seeking sources for Innovation & Systems Engineering Directorate (ISED) CONTRACTING OFFICE ADDRESS: 6910 Cooper Ave Ft. Meade MD, 20755 INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Businesses) to provide the required products and/or services. Only small businesses are requested to respond to this sources sought. The DISA Development and Business Center, Chief Technology Officer (CTO) is seeking information for potential sources for system engineering/integration support for multiple technology assessments, demonstrations, pilots, and prototypes. The desired outcome is to facilitate the rapid transfer of advanced technology from research and experimentation stages through pilot operations to deployment and full-scale implementation within DISA and Department of Defense (DoD) Defense Information Infrastructure (DII) and applications. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. CONTRACT/PROGRAM BACKGROUND: Contract Number: HC1047-13-F-0061 Contract Type: Cost Plus Fixed Fee (CPFF) Incumbent and their size: Solers, Inc. Small Business for NAICS 541715 (former 541712), Research and Development in the Physical, Engineering, and Life Sciences. Method of acquisition: Small Business Set-Aside on GSA Alliant Small Business GWAC Design, implementation, and evaluation of software and application deployments to determine readiness for enterprise use while determining approaches to incorporate cross domain solutions into final deployed solutions. The target award date for this follow-on (recompete) is January 2019. The anticipated follow-on is planned as a base period of one (1) year and 3 one-year option periods. The majority of the classified work up to Top Secret (TS) will be performed at the contractor's facility. Some work will be conducted at DISA, DoD locations, various Government locations in CONUS, and other locations as mutually agreed and as needed. It is expected that the contractor will spend time at the DISA location (6914 Cooper Avenue, Fort Meade, Maryland), in meetings and discussing schedules and other programmatic details with DISA program personnel. Travel shall be required to participate in technical exchange, integration meetings, and training. REQUIRED CAPABILITIES: a.) Describe your company's abilities to provide the following: Engineering support through direct consultation to end users, system owners, system developers and personnel for all issues concerning the use of Optical light communication and optical networks infrastructure, work with engineering team to define optical network system architecture, including transmitter and receiver designs and integration with existing network operation. Perform rigorous system level analysis taking into account tradeoffs in optical and electronic performance using analytical models, optical simulations. Work with mechanical, electrical, electro-optical, software and firmware engineers to design and evaluate prototype systems. Analyze high level customer needs and concepts to derive system requirements. Analyze trade-off between alternative approaches. Document and present design, modeling and/or characterization results. b.) DISA provides engineering support for assessments, technology modernization efforts, technology identification, exploration, evaluation, and integration. Engineering support for this efforts requires engineering with technical expertise to assist with the evaluation of emerging technologies. Technologies include Cloud, Cyber, Network, Security, Virtual Reality, Artificial Intelligence and Machine Learning. Engineering expertise ranges from answering basic questions as to how a technology work to a deep dive to the specific details of the technology layout and functions. c.) Department of Defense Public Key Enabling (DoD PKE) provides engineering support through direct consultation to end users, system owners, system developers and help desk personnel for all issues concerning the use of Public Key Infrastructure (PKI). The range of support is broad and could be a basic support question, such as "how to send an encrypted email", or more complex, such as a request for on-site support to assist in the design of a security architecture to accept PKI credentials. Describe your company's experience configuring or testing the capabilities of Commercial Off the Shelf products (e.g. network devices, servers, desktops, mobile devices, etc.) to use the services of an enterprise PKI. d.) Describe your company's abilities providing engineering support in the discovery, exploration and demonstration of virtual and augmented reality technologies. Describe your company's experience in developing and testing New emergence of Virtual Reality and Augmented Reality devices. e.) Describe your company's abilities providing engineering support in the discovery, exploration and demonstration of Artificial Intelligence and Machine Learning technologies. Describe your company's abilities to provide engineers with strong technical skills in machine learning/AI and includes technical support on all phases of the AI agent development life-cycle, to include but not limited to: Feasibility analysis, System analysis, System design, testing, development and implementation Experience / knowledge in regression techniques, neural networks, decision trees, clustering, pattern recognition, probability theory, stochastic systems, statistical techniques, deep learning, supervised and unsupervised learning. SPECIAL REQUIREMENTS Must have Top Secret clearance. Must be ISO 9001 certified. SOURCES SOUGHT: Potential North American Industry Classification System Code (NAICS) for this requirement are 541715 (Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology)), with the corresponding size standard of 1,000 employees or less or 541511 (Custom Computer Programming Services) with a size standard of $27.5M. Industry is highly encouraged to opine as to which NAICS code most fully captures the required capabilities and why. To assist DISA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14).
