Description
High Altitude Anti-Submarine Warfare Weapon Capability (HAAWC) Naval Sea Systems Command (NAVSEA) intends to issue a sole source contract with The Boeing Company for Full Rate Production (FRP) of the High Altitude Anti-Submarine Warfare (ASW) Weapon Capability (HAAWC) Air Launch Accessory (ALA) for use in launching the MK 54 Torpedo from the P-8A Poseidon aircraft from high altitude. The primary HAAWC capability requirement is to increase the standoff range and weapon release altitude for the P-8A Poseidon aircraft during ASW missions for employment of a lightweight torpedo against submarine targets. The ALA will be used exclusively with the MK 54 MOD 0 and MOD 1 Torpedoes and will be carried and released from the weapons bay of the P-8A Poseidon aircraft. The Navy requires capacity to carry and release five (5) HAAWC weapons on the P-8A. The ALA must have a MIL-STD-1760 electrical interface to allow data transfer from the P-8A Poseidon Station Control Unit with the HAAWC ALA. The interfaces of the current MK 54 will be utilized for transferring MK 54 Torpedo preset data from the aircraft's fire control system to the HAAWC and to the MK 54 Torpedo through the fire control interface. The products and services sought under future FRP procurement may include: NRE for required redesign, retesting, updates due to obsolescence and/or requalification of the ALA ALA FRP quantities (estimated at 1,000 units) ALA and AUR shipping and storage containers Telemetry kits Engineering services and hardware repair Flight termination and data link capability development Test equipment Spares and production support material Government Purpose Rights TDP This notice is provided pursuant to 10 U.S.C 2304(c)(1) and FAR part 6.302-1: the supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. The U.S. Government does not have the technical data package and therefore, cannot pursue a full and open competitive contract for the HAAWC FRP effort. The Navy has developed HAAWC ALA and is at the end of the Engineering and Manufacturing Development (EMD) Phase. The LRIP awards and deliveries to conclude in FY20. The intent of this notice is not to solicit competitive offers. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302. This notice of intent is not a request for competitive proposals. However, interested offerors may submit their capabilities or responses before the closing date and time of this notice to the Government for consideration. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses to this notice must be received by 16:30 EST on 29 June 2018.
