Description
The following is a Pre-Solicitation Notice for this requirement. This is not a Request for Quote (RFQ) or Request for Proposal (RFP). The U.S. Army Corps of Engineers, Kansas City District, intends to issue an Invitation for Bid (IFB) on or about June 25, 2018 on the FedBizOps website at www.fbo.gov. This requirement includes a construction project entitled Stockton Lake Project Dam Spillway Repair. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is: Between $500,000 to $1,000,000. The NAICS code for this specialty is 237990 (Other Heavy and Civil Engineering Construction). The size standard is $36.5 million. This requirement will be a 100% set-aside for small business. This IFB will result in the award of a single Firm-Fixed-Price (FFP) construction contract. When this IFB is issued, the solicitation will contain information as to when and where bids will be received and opened. A Bid bond will be required with your bid in the amount of 20% of the bidder proposed price or $3,000,000.00 whichever is less. Payment and Performance bonds will be required for the full amount (100%) of the awarded contract before the NTP can be issued. At this time, no pre-solicitation conference is planned for this solicitation. If the government does elect to hold a pre- solicitation conference, the pre-solicitation announcement will be modified accordingly. The Scope of work is a heavy construction action and the project consists of clearing and grubbing; minor excavation, fill, and grading of the existing streambanks; placing rock at the streambank toe both below and above the water surface; placing rock on the bank; and restoring the site with willow stakes, native trees, and grasses. The project starts approximately 400 feet upstream of the bridge and ends approximately 100 feet downstream of the bridge. Work will be conducted on both left and right descending banks. No work to the bridge structure itself. This project includes all work delineated in the Specifications and Plans and any incidental work to provide a complete and usable project. The estimated performance period for completion of construction is 60 calendar days from Notice to Proceed (NTP).
