- This is an RFI/Sources Sought notice to solicit comments, questions and feedback from industry regarding a planned procurement of software for the fielded Fuel Quantity Test Set (FQTS) under part number TTU-597E P/N BC849A6010-000. The government intends to fulfil the requirement pursuant to 10 U.S.C. 2304(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. The intended firm for award is Ultra Electronics of Victor, New York. This firm's effort will include, but not limited to, adaptive data software design and development, Fuel Quantity Test Kit (interfacing cables), integration source data, level III drawing package, ISIL & RPL, Technical Manual Work Package, Maintenance Instruction Manuals, Training Source Data, CMRS Summary. PMA-261 has a requirement for Operational Level Common Support Equipment (CSE) which will enable calibration and verification of CH-53K aircraft fuel system. The efforts to meet the requirements include but are not limited to the following: Design, development, integration and production of FQTS software and cabling to meet CH-53K Fuel System verification requirement. The Government requires the development of Fuel Quantity Test Set (FQTS) capability for the CH-53K platform. Integrating FQTS will allow calibration of Fuel System instruments and verification of Fuel System probes. THIS RFI IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible vendors capable of providing the requirement described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this posting. Interested parties may submit technical literature/brochures on their products or solutions that meet the stated requirements. Rough Order of Magnitude pricing is also requested for planning purposes. Any other relevant information that may pertain to this effort may also be submitted for consideration to aid in the refinement of this requirement. Eligibility: The below PSC and NAICS have been chosen for this effort. PSC code: 6625 Engine Fuel System Components, Aircraft NAICS: 334515 Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals Submittal information: It is requested that interested businesses electronically submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single spaced, 12-point font minimum) demonstrating their ability to meet the requirements outlined above, this document must address, at a minimum, the following: 1. Company Name; Company Address; CAGE Code; Company Business Size; and Point-of-Contact (POC) name, phone number, fax number, and e-mail address. 2. A statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, DUNs number, etc. Identify any existing Multi-Agency Contract (MAC) vehicles for the government to utilize. 3. Statement regarding capability, addressing at a minimum, the following items: a) What type of work has your company performed in the past in support of the same or similar requirement? b) Can or has your company managed a task of this nature, scope and complexity? If so, please provide details. c) What specific technical skills does your company possess which ensure capability to perform the tasks? The deadline for response to this request is no later than the posted response date for this RFI. All responses under this RFI, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Sara Baye, via email to Sara.Baye1@navy.mil.
