- The Consumer Product Safety Commission (CPSC) announces its intention to negotiate and issue a sole source award to SEA Limited for dynamic and static All-Terrain Vehicle (ATV) testing. CPSC staff requires static and dynamic test data on a cross-section of ATV types and sizes in various load conditions to make recommendations for improving the safety of these widely used vehicles. Data obtained by this contract will provide a means of directly comparing commonly used static measures of stability characteristics to dynamically measured stability characteristics for the same vehicle. Dynamic testing will quantify rollover resistance, pitch-over resistance, and vehicle handling. An autonomous vehicle control system will be used to conduct dynamic test maneuvers that present a risk of injury to human test drivers and to conduct hazardous maneuvers, including intentional rollover and pitch-over events, with anthropometric test dummies seated in the rider's position. CPSC is authorized to enter into contracts to conduct continuing studies and investigations on the safety of consumer products and on improving the safety of such products (5 U.S. C. § 2054). Currently, the only known source capable of the dynamic and static testing of ATVs that CPSC requires in SEA Limited. SEA Limited has developed methods and equipment to operate ATVs autonomously for testing purposes, which is a capability unique to that contractor. CPSC intends to limit sources for this requirement under the authority of FAR 6.302-1 and 41 U.S.C. 253(c)1. The sole source procurement will be awarded as a simplified acquisition in accordance with FAR Subpart 12 & FAR Subpart 13 procedures. Interested persons may identify their interest and submit a capability statement demonstrating their ability to meet this requirement. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fourteen (14) calendar days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government. Any quotation/response must be in writing and can be sent via email to the Contract Specialist at csterba@cpsc.gov by 2pm Eastern Time June 22, 2018. No phone calls will be accepted.
