- Sources Sought Synopsis (Request for Interested Manufacturers) FROM: 407 SCMS/GULB, Common Avionics Supply Chain Management Squadron, Air Force Sustainment Center, Robins AFB, GA TO: DLA Aviation Procurement Operations at Warner Robins LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Request for Interested Manufacturers SUBJECT: The 407 th Supply Chain Management Squadron located at Robins Air Force Base is requesting information, pursuant to FAR PART 10, in support of Market Research to identify potential sources for the manufacture of the NSN(s) listed below. The Government will use this information to determine the best future acquisition strategy for this procurement, inclusive of the need to do an Industry Day and/or Pre solicitation Conference. The government does not have the associated technical data to provide to potential sources. Consequently, potential sources for this effort typically would be companies who have a license or agreement with the Original Equipment Manufacturer to complete the work described, including military specific modifications. The following Items is being researched: Intercom Control, NSN 5831-00-539-1714, PN A81-87. ITEM DESCRIPTION The Intercom Control assembly is part of the high reliability Intercommunication Stations designed for airborne installations on the AIC-25 systems that are utilized on the C-130 aircraft platform. The control provides high intelligibility intercommunication and radio monitoring facilities for aircraft installations and for ground installations. It also provides for selection, control and modulation of radio transmitters for communication with other airborne, ground, or mobile stations. The control is a bulkhead mounted assembly with all controls and switches mounted on the front panel except the external talk switch. The Volume control R508 adjusts the signal level to the headset and loudspeaker, CALL switch S501 provides for emergency call operation, and the external talk switch provides operation on the interphone line. In aircraft installations the external talk switch may be a plug connector, U-94A/U, or a switch located anywhere convenient to the operator. This NSN is crucial for maintaining operations and training. Impediment to Competition: The original equipment manufacturer for these items is Andrea Systems LLC CAGE (3GET4) which maintains its configuration by part number and software version. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, Andrea Systems is the only known source with adequate knowledge of the above NSN's performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to Andrea Systems for the acquisition of the above NSN's in support of the C-130 aircraft platform. This NSN is crucial for maintaining operations and training. Other interested parties may identify their interest and capability to respond to the requirement no later than 25 June, 2018 to dla.dlr.proc@us.af.mil and/or Charles Bentley Charles.Bentley.6.ctr@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
