- Draft LZ_DZ Storage Facility SOW. This SOW is subject to change prior to Solicitation. DESCRIPTION: Cannon AFB, NM intends to issue a Request for Proposal (RFP) FA4855-18-R-0024 to Design and Build a SOF Landing Zone/Dropping Zone (LZ/DZ) Storage Facility at the Cannon AFB Melrose Air Force Range (MAFR), NM. This project will require a Design-Build Entity (DBE) for the following work: Design and Construct a SOF Landing Zone/Dropping Zone (LZ/DZ), Pre-engineered Metal Building (PMB) storage facility in the Northwest Development Area (NWDA) in order to expand Air Force (AF) and Special Operations Forces (SOF) training capabilities. Please note that the MAFR Site, located approximately 34 miles southeast of Cannon AFB, is in a secure and austere location. The project will include the design and construction of a reinforced concrete foundation to support a pre-engineered metal building (PMB) with all associated appurtances (i.e. anchor bolts), as well as the design, furnishing, and installation of a 4,000 SF PMB in accordance with the existing PMB currently utilized in the NWDA. Construction of the facility is required to store LZ lights, light-alls, cargo chutes, 32 range drones, iron ponies (land based) targets, 80 stationary infantry target lifters and target materials employed throughout the range. The solicitation will use the Two-Phase Design-Build Selection Procedures: Phase 1 - All offeror's proposals will be evaluated for the ability to design and build. Recent and relevant design-build projects, as well as the offeror's Technical Approach to this project will be evaluated. Phase 2 - All offerors in the competitive range, not to exceed 5 offerors, will submit a 30% Design to demonstrate an understanding of the requirements and limitations, and to present a practical and appropriate design solution. PROJECT DURATION: The Period of Performance is 150 calendar days after NTP for design and 120 calendar days after NTP for construction. The total Period of Performance for the resulting contract will be 270 calendar days. TYPE OF CONTRACT AND NAICS: This RFP will be for one (1) Firm-Fixed-Price (FFP) Contract. The North American Industrial Classification System Code (NAICS) for this effort is 236220 Commercial and Institutional Building Construction, and the small business size standard is $36.5M. TYPE OF SET-ASIDE: 100% Small Business Set-Aside CONSTRUCTION MAGNITUDE: IAW FAR 36.204 the magnitude of this construction project is anticipated to be between $500,000 and $1,000,000. ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the solicitation 15 days after this posted date, on or about 25 June 2017. Details regarding the Site Visit will be included in the solicitation. Actual dates and times will be identified in the solicitation. Additional details can be found in the solicitation when it is posted to http://www.fbo.gov. REGISTRATIONS: Offerors shall have and shall maintain an active registration in the following database: SYSTEM FOR AWARD MANAGEMENT (SAM): Offerors shall have and shall maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
