- 12447U18Q0008 Attachments (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes referencing RFQ Number 12447U18Q0008. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-98. (IV) This solicitation is being issued as a total small business set-aside. The associated NAICS code is 561730 Landscaping Services. The small business size standard is $7.5 million employees. (V) See attachment, "Schedule of Items," for the format to submit a price offer including line item numbers, quantities, units of measure, and options. (VI) The contractor shall provide all materials, labor, equipment, tools, transportation, supervision and expertise necessary, to successfully complete grounds maintenance at the Choctaw Lake Recreation Area (26.25 acres), Davis Lake Recreation Area (17.6 acres) and Owl Creek Indian Mounds (2.5 acres). (VII) Services will be provided for a base period from date of award through to December 31, 2018, plus four one year option periods. Submission of an offer for the basic contract period constitutes an offer to perform in the option period(s), if exercised. Frequency of service, service locations, and directions are included in the attached performance work statement (PWS). (VIII) FAR 52.212-1 Instructions to Offerors -- Commercial Items, applies to this acquisition. (IX) FAR 52.212-2 Evaluation-Commercial Items, applies to this acquisition. Offers will be evaluated on price, past performance, and utilization of local work force. Non-price evaluation factors when combined are equal to cost or price in the award decision. The Government will make one award as a result of this solicitation to the responsible offeror whose offer conforming to the solicitation is the best values and will be most advantageous to the Government, price and other factors considered. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, with their quote or complete the representations and certifications online at www.sam.gov. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. (XII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. The following clauses under subparagraph (b) apply: 1, 2, 14, 19, 25, 26, 27, 28, 29, 30, 31, 32, 33, 34, 40, 42, and 56. The following clauses under subparagraph (c) apply: 2, 4, 8. FAR 52.236-9Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements. (XIV) The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition. (XV) Offers in complete form are due to the contracting office no later than 3:00 p.m. central time, Wednesday, June 20, 2018. Offerors must submit their offers in complete form via email to gpelch02@fs.fed.us referencing solicitation number 12447U18Q0008 in the subject line. Offers shall include Contractor's DUNS number, priced Schedule of items, and a technical proposal addressing past performance and utilization of local workforce.
