REQUESTED RESPONSES: The intent of this Request for Information is to establish sources in order to define the procurement strategy. Respondents are solely responsible for all expenses associated with responding to this RFI. STATEMENT OF WORK 1. SCOPE Contractor shall furnish all materials, parts, equipment, tools, and training for an automated Spectra Optia Apheresis System at the Michael E DeBakey VA Medical Center (MEDVAMC), 2002 Holcombe Blvd, Houston, Texas 77030. All equipment shall be brand new, and all work shall be done in a first-class manner. The contract price shall be firm-fixed, be all inclusive not limited to specified products/equipment, installation, setup/configuration, and contain training on how to use the installed products/equipment. 1.1 Background The Blood Bank at the MEDVAMC needs to replace its current Apheresis machines. The current machines are beyond economical repair and past their end of useful life. The new Apheresis System needs to separate whole blood into its cellular and plasma components, have an Intuitive Graphical User Interface, provide consistent results, reliable performance, low RBC content, low Platelet content, low Granulocyte content, must allow the operator to choose collected product volume to ensure maximum volume is not exceeded, contain low ECV (191 mL), be functionally closed, incorporate sample bulbs (allowing for samples to be taken while maintaining a functionally closed set), pre-attached diversion bag (diverts the skin plug from venipuncture), integrated tubing cassette (that is simple, fast and easy to load), compact packaging and have color-coded components. 2. REQUIREMENTS 1. Spectra Optia Apheresis System (Product # 6100) 2. Assy, filler, Optia, ROHS (Product # 703292004) 3. Operators manual, Astotherm, english (Product # 550720012) 4. System needs to include an Automated Interface Mangement System with Real-time interface monitoring the following: a. interface position and thickness of separated blood components, up to 25 times per second with a resolution of approximately 10 microns b. Interprets interface information using unique optical detection software c. Adjusts the pumps and valves to manage the interface position and efficiently remove targeted components d. System needs to quickly establish a blood interface layer at the collect port e. Where the white blood cell layer accumulates f. System senses the presence of cells and automatically adjusts the interface to optimize the collection g. Pumps automatically adjust to ensure that red blood cells, granulocytes, platelets and plasma are continually returned to patient h. Target cells accumulate in the chamber i. Innovative chamber technology designed to reduce non-target cells in final product j. Pumps and valves automatically adjust to flush the chamber with plasma, and target cells flow into the collection bag k. Pumps and valves automatically adjust to re-establish interface and entire process is repeated 5. Key Features Required: a. Operator Choice and Flexibility b. Intuitive Graphical User Interface c.
