Description
Synopsis This SOURCES SOUGHT NOTICE (SSN) is issued to assist the Agency in performing market research to determine industry interest and capability. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. Purpose In accordance with FAR Part 10, SSP is conducting market research to identify businesses capable of providing: sustainment efforts for research and development, maintenance, refresh/redesign, training, and production for the United States (US) SSGN for the US, SSBN Fire Control Sub-system (FCS) for the United States and the United Kingdom. SSP is seeking concise capability statements (see Capability Package Submittal Requirements) which identify the vendor's current capabilities to perform/execute the requirements identified below. Description of Requirements SSP requires support in 1) research in the application of technologies to support TRIDENT II (D-5) Fire Control System, 2) research in the application of technologies to support Fire Control requirements for operations on the Common Missile Compartment (CMC) that is part of the U.S. Columbia Class Submarine program (COLUMBIA) and the U.K. Dreadnought Class Submarine Program (DREADNOUGHT), 3) specialized Field Engineering services for installation and testing of strategic hardware on-board Ohio class submarines, 4) technical and engineering services to develop and implement a Temporary Alteration (TEMPALT) for the Attack Weapon Control System (AWCS) to demonstrate increased capability for Tactical Tomahawk Weapon Control System (TTWCS), 5) engineering services to develop the training program and documentation for the operation of the FCS on-board COLUMBIA and DREADNOUGHT, 6) field engineering services to maintain the virtual missile training simulator at Strategic Weapons Facility (SWF), Bangor, WA. The period of performance is estimated to be 36 months. The contemplated contracting vehicle is a Basic Ordering Agreement (BOA). Performance is required at the Strategic Systems Program Office in Pittsfield, MA. Capability Package Submittal Requirements Interested sources shall submit a capability package in Microsoft Word (compatible format) or PDF format that is restricted to no more than three (3) 8.5 X 11 inch pages, in Times New Roman font no smaller than 10 point. Packages are due no later than Thursday, 21 June 2018, 1200 (EST) and shall be submitted via e-mail to Sally Machulski at sally.machulski@ssp.navy.mil. ALL submittals shall include the following information: -Company Administrative Information, including: --Company Name; --Company Point of Contact (email and phone) and Title; --Company Address; --DUNS No; and --CAGE Code -Under which NAICS code(s) do you currently provide similar services ? -Identify your small business socio-economic status (if applicable). -Specifics addressing the subject matter expertise, capability, and experience with regard to the products and services described above. -Related past performance information. Facilities and US citizen personnel must have a Secret Clearance or higher, and be International Traffic in Arms Regulations (ITAR) compliant. In addition, prospective sources should be able to receive, generate, modify and store classified documentation. Responders should indicate which portions of their response are proprietary and should mark them accordingly. Failure to provide a response does not preclude participation in any possible future competitive RFP for which a business is eligible to participate in, if any is issued. It is the responsibility of the interested businesses to monitor the FEDBIZOPS website for additional information pertaining to any potential acquisition and provide security clearances if necessary, to perform the statement of work (SOW).
