- The U.S. Fish and Wildlife Service hereby submits a notice of intent to award a sole source, firm fixed price contract to: Stanley W. Smith, Duns# 080459705, a small business to support development and release of version 1 of the metadata editor and associated tools, including user documentation and support. This is a logical follow on to a partially developed software system by the awardee (See attached sole source justification). This contract action is for commercial services under NAICS code 541511, Custom Computer Programming Services for which the agency intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). The period of performance for this effort will be approximately 10 months with a total estimated value of $50,000.00. This announcement constitutes the only notice. This is not a request for competitive quotes. Responses received from this solicitation will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the agency not to compete this proposed contract based upon responses to this notice is solely within the discretion of the agency. All responsible sources may submit a capability statement &/or quote which must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not be cost or time prohibitive.
