Description
SOURCES SOUGHT NOTICE This is a full and open Sources Sought Notice. This is NOT a solicitation for proposals, quotation abstracts, or quotations. This notice is for informational and planning purposes only and shall not be construed as a solicitation or an obligation or commitment by the Government, nor is it a Request for Quote (RFQ) at this time. The purpose of this Sources Sought notice is to determine, in particular, the capability of firms to manufacture, distribute, and support supplies and equipment necessary for the provision of Point of Care (POC) PT/INR coagulation testing. Responses will assist VA planners in determining an appropriate acquisition and set-aside strategy which best fits VA requirements. See attached draft statement of work for further details. VA will also accept responses from all socioeconomic categories in order to gain a more complete understanding of the market for these items. All responses should include the following; socioeconomic category, whether respondent is a manufacturer or reseller, technical/capability information, ability to meet VA requirements, and your existing customers. The VA Medical Centers comprising VISN 4 are presently using the Roche CoaguChek family of products with RALS connectivity in order to accomplish POC coagulation testing. The NAICS Code for the expected acquisition is 325413, with a Size Standard of 1250 employees and the PSC Code is 6550. Any subsequent procurement will be conducted as a commercial item purchase in accordance with FAR Part 8 or as a Simplified Acquisition Procedure in accordance with FAR Part 13. Interested sources may submit a 1 or 2 page capability statement with enough detail for the Government to make an informed decision regarding such capability. The statement should identify supplier s name, address, point of contact, phone and fax numbers, e-mail addresses and business type and size. Any pertinent Federal Supply Schedule numbers with expiration date should also be provided. Please email capability statements to: Contracting Officer, Matt Parlett at matthew.parlett@va.gov by 4:30 PM Eastern Time on June 18, 2018. Telephone inquiries will not be accepted. Please note "VISN 4 POC Coagulation Testing" in the subject line of the email. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that the response is complete and sufficiently detailed to allow the Government to determine the organization s qualifications to deliver the supplies. Respondents are also advised that the Government is under no obligation to acknowledge receipt of the information or provide feedback about any of the information received. After review of the responses received, the Government may issue a solicitation via Federal Business Opportunities or GSA e-buy. No proprietary, sensitive, confidential or classified information shall be included with your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation.
