Description

Missile Defense Agency (MDA) intends to execute a modification to its existing contract HQ0147-11-D-0014 with L -3 Communications Integrated Systems, to add scope and contract value for procurement of used aircraft. The existing contract requires L-3 to maintain and operate a fleet of Government-owned Gulfstream II-B (G-IIB) aircraft which are equipped with high tech sensors used to collect data during MDA test events. Each of these sensor- equipped G-IIB aircraft comprises one complete High Altitude Observatory (HALO) system. The Government intends to task L-3 in the 2018 - 2021 timeframe to modernize the Government-owned HALO systems, which will require L-3 to replace the aging G-IIB aircraft with more modern aircraft that meet specialized HALO requirements. L-3 procurement of used aircraft (versus new) will satisfy the Government's minimum needs and will keep operational costs within Budget constraints. After the scope and value is added to contract HQ0147-11- D-0014, L-3 will execute up to three (3) used aircraft procurements in accordance with task orders issued by the Government. For each aircraft procurement, L-3 will be required to conduct a competition among used aircraft suppliers.
