Description
Intent Chemical Transformation Simulator (CTS) Project Technical Support Services for EPA Notice of Intent to Sole Source Procurement Office: U.S. Environmental Protection Agency, Research Triangle Park Procurement Operations Division (AA004) 109 T.W. Alexander Dr. RTP, NC 27711 Response Date: June 26, 2018 In accordance with FAR 13.501, the U.S. Environmental Protection Agency (EPA) ORD, National Exposure Research Laboratory, Systems Exposure Division, Ecosystem Assessment Branch intends to award a sole source fixed-price purchase order (12 months w/ 1 Optional year) to Dr. Huichun (Judy) Zhang to support the development of Quantitative Structure Activity Relationships (QSARs) for the abiotic reduction of organic chemicals that contain reducible functional groups. The offerer shall measure the reduction kinetics for approximately 80 chemicals that represent the various functional groups that are susceptible to abiotic reduction in anoxic aquatic ecosystem. Additionally, the major products resulting from reduction will also be identified. The offeror shall measure the rates of reduction for a series of probe chemicals in an experimental system of Fe(II), Trion, and the probe chemical. This effort requires intimate knowledge of the factors controlling the rates of abiotic reduction in model anoxic systems (specifically Fe(II)/Trion). This work requires a demonstrated track record as demonstrated by publication in the peer-reviewed literature of direct experience and knowledge with designing and executing studies in anoxic systems for measuring rates of reduction and identifying the formation of major transformation products. Furthermore, the individual must be able to synthesize the experimental data for the purpose of developing Quantitative Structure Activity Relationships for predicting the reaction rates for chemicals with similar structures. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within ten (10) calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
