Description
The Veteran s Administration (VA) Office of Research and Development, Service Area Office East in Pittsburgh, PA intends to negotiate a sole source acquisition on behalf of the Birmingham VAMC located Birmingham, AL with the University of Pennsylvania. The requirement for the contractor to provide research project management services for ongoing medical studies. The required services include: Retention of currently enrolled research participants at the Penn site Data collection Transmission of the data to the Coordinating Center in the Birmingham VAMC Geriatric Research, Education, and Clinical Center (GRECC) by upload to the SharePoint site or by secure fax. Answering data queries from the Coordinating Center at the BVAMC in a timely manner, i.e. 2 weeks of query. Adherence to the study protocol Contacting any participants who are not adherent to the protocol as permitted by the Penn IRB including telephone and email. Maintaining Institutional Review Board approvals. Ensuring there is a representative on monthly calls with the data coordinating center and other participating sites. All staff working on the project must complete all required research and privacy training in a timely manner in accordance with VA regulations. The sole source is pursuant to FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals, however; any responsible source who believes it is capable of meeting the requirement may submit a capability statement and supporting documentation to the contracting office no later than Monday, June 18, 2018, (10:00 AM, EST). Interest/capability statements may be sent to Michael Haydo at Michael.haydo@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. Any offeror providing capability information shall explain how they will provide like services and a seamless transition from one contractor to another.
