Description
The Defense Health Agency (DHA) Medical Logistics (MEDLOG) Division Medical Materiel Enterprise Standardization Office (MMESO) and the Defense Logistics Agency (DLA) Troop Support Medical Electronic Catalog (ECAT) Program announce a Notification for the creation of a Qualified Suppliers Listing (QSL) for Med/Surg Hospital Beds. This is not a request for quote or proposal. The MMESO South is the lead MMESO for this project. A. Questions have been raised concerning the technical requirements of the QSL. Below are the questions and responses: 1. In addition to #5 specification, will the DLA QSL team consider the addition of the DHA cyber-security requirements for med/surg beds. The DHA has begun advising vendors that moving forward any device that has connectivity to the MTF's servers must go through the Risk Management Framework (RMF) certification process and obtain an Authority To Operate (ATO). This certification nor the requirement is specified in the QSL specification for med/surg beds therefore submit the following questions: a. Will vendors only offer items, which already have obtained an Authorization to Operate (ATO), or items for which the Vendor agrees to go through the IA approval process and obtain an RMF ATO for med/surg hospital beds? Answer: We will accept both, an already obtained ATO and if a Vendor agrees to go through the IA process to obtain an RMF ATO. b. Will the QSL med/surg bed vendor be required to meet DoD Cybersecurity/Risk Management Framework (RMF) and Service Cybersecurity/IA Requirements? Answer: Yes c. Will QSL vendors be required to complete a Joint Medical Device Risk Assessment Questionnaire for the offered med/surg bed? Answer: Yes d. Will the QSL vendors be required to have a RMF ATO? Answer: Yes 2. Is it required for the med/surg beds meet the standard for electrically operated medical beds basic safety and essential performance IEC 60601-2-52? Answer: Yes, from the 2013 current update. 3. In #23 the patient load states 500 lbs., meaning the patient weight. What is the bed requirement for safe working load that includes patient weight, mattress, and accessories? Must this meet the IEC 60601-2-52? Answer: Yes, it must meet IEC 60601-2-52. 4. Is the DLA interested in a med/surg bed that is 40 inch frame width for larger patients or only a 36 inch frame width? Answer: We are targeting a 36 inch frame width. There is traditionally a small volume of purchases of beds with 40 inch frames. 5. Is the DLA requiring a built-in to the frame one button powered foot extension without additional assembly parts? Answer: No, it is not in the MR's. B. A second Amendment will be issued that includes the full revision to the Essential Characteristics (EC's), documentation on the Risk Management Framework (RMF)/Authorization to Operate (ATO), Medical device risk Assessment Questionnaire and cyber Security requirements. C. The closing date for the QSL is hereby extended until 7/18/18.
