Description
MEC NUH-60 Simulator Spares MECs NUH-60 Generic Glass Cockpit SON Equipment FSB NUH-60 Simulator MEC NUH-60 M Cockpit Request for Information (RFI) This is a request for information for market survey to be used for preliminary planning purposes and to obtain information regarding the availability and capability of qualified businesses under the size classification relative to the North American Industry Classification (NAICS) code 33318 for the proposed acquisition. This is not a solicitation for proposals, proposal abstracts, or quotations and no contract will be awarded from this request for information. No reimbursement will be made for any costs associated with providing information in response to this request for information or any follow up information requests. Respondents will not be notified of the results of the evaluation. 1. Project Information: The U.S. Army Medical Research Acquisition Activity (USMRAA) on behalf of the United States Army Aeromedical Research Laboratory (USAARL), located at Fort Rucker AL has a requirement to substitute the current four Multi-Function Displays (MFDS) with two Flight Direct Display Control Panels (FDDCPs) and a lower console. Currently, USAARL has a UH-60A full motion simulator with a nomenclature of "NUH-60". This simulator replicates a 1980 circa UH-60A Blackhawk Helicopter which was the primary Utility Lift Helicopter during the 1980s and 90s for the United States Army. In 2007 the UH-60M was implemented into the Army and over the next 10 years the UH-60A helicopter has been phased out of use for the active duty forces. Currently the simulator has four thin Multi-Function Displays (MFD) that overlay the existing instruments to replicate the UH-60M. When the MFDs are removed, the simulator replicates a UH-60A. In order to simulate the UH-60M to the fullest extent, two Flight Director Display Control Panels (FDDCPs) and a lower console must be intergraded in the same manner as the low-profile MFDs. This Lower Console should be no thicker than 2.5 inches and have the capability to be mounted over the current UH-60A Lower Console and have connectivity with the existing MFDs. The ability to switch between the "A" and "M" models must be preserved. USAARL also requires a generic glass cock-pit, which will allow for ultimate versatility with the simulator. An Indefinite Delivery Indefinite Quantity Contract (IDIQ) may be used to order segments or phases of the enhancement as well as replacement parts, with the intent of completion within the five (5) year ordering period. Interested sources should respond to the questions presented within this announcement in order to facilitate the Government's market research efforts. The Government will analyze all responses and determine the acquisition strategy for this requirement. The Government does not intend to rank submittals or provide any reply to interested firms. 2. Contractor Requirements: The objective of this requirement is to modify the current simulator (NUH-60 ) with interchangeable hardware parts to resemble the UH-60M. The contractor shall design, configure, and deliver a console façade to be mounted on top of the existing NUH-60 simulator center console as well as the FDDCP panels, and integration of the rack mounted computer system (Objective 1). The Contractor shall provide generic glass cockpit which will provide an instrument panel and center console façades that will fit over the existing NUH-60 A/L simulator instrument panel and center console (Objective 2). The Contractor shall deliver NUH-60 simulator spares kit (Objective 3). The Contractor shall provide incidental maintenance support or training for equipment if applicable (Objective 4). 4. Submission Requirements: This request for information is open to both large and small businesses. The Government is seeking to identify qualified sources under North American Industry Classification System (NAICS) 333318, Other Commercial and Service Industry Machinery Manufacturing (size standard: 1,000 employees). Interested firms should submit a document describing relevant demonstrated experience and qualifications via email to shylonda.y.minter.civ@mail.mil no later than 12:00 PM Eastern Time 26 June 2018. Submissions should not exceed ten single sided pages - 8.5 inches x 11 inches pages. The submission should address all questions in the questionnaire below and your firm's ability to perform the requirement. All interested firms must be registered in System for Award Management (SAM) to be eligible for award of Government contracts. No hard copy or facsimile submissions will be accepted. Cover letters and extraneous materials (brochures, etc.) will not be considered. Questions concerning submissions should be directed to Ms. Shylonda Minter, Contract Specialist at shylonda.y.minter.civ@mail.mil. The Government will not entertain questions regarding this RFI/Market Research. Personal visits for the purpose of discussing this announcement will not be scheduled. Emails or phone calls requesting personal visits will not receive a reply. 5. Each response should address the following Questionnaire: a. What is your company's name? b. What is your company address? c. Please provide your DUNS number, CAGE Code, Tax Identification Number, and company structure (Corporation, LLC, partnership, joint venture, etc.). Companies also must be registered in System for Award Management (SAM, at www.sam.gov) to be considered as potential sources. Please indicate your company's size status for the NAICS code identified. d. Identify a point of contact regarding your response; his/her phone number, and e-mail address. e. Has your firm performed on projects of similar scope or complexity in the last five years? If so, provide a brief summary of each project to include the customer point of contact, services provided, dollar value, and location. f. Describe in detail your company's understanding and capability to meet the Government's requirement. g. Please provide feedback on the Statement of Need to include novel ideas, best practices, or industry capabilities to meet the Government need. h. Please provide a rough order of magnitude (ROM) for the cost/price per objective as stated in the Statement of Need.
