- This is the synopsis for the annual bulk fuel procurement for the Inland/East/Gulf Coast/Offshore (IEG) purchase programs. A Sources Sought Notice for this requirement was previously publicized under solicitation number SPE602-18-R-0061 on May 10, 2018. The Sources Sought Notice has closed and market research is complete. A new solicitation number has been assigned for this procurement, therefore, SPE602-18-R-0061 has been replaced with SPE602-18-R-0717. A copy of the solicitation SPE602-18-R-0717 will be forthcoming, via the Federal Business Opportunity (FBO) system (https://www.fbo.gov). The fuel procured from this buy will cover various locations in the Inland/East/Gulf Coast/Offshore region of the United States. The ordering period is date of award through March 31, 2020. The delivery period is April 1, 2019 through March 31, 2020 with a 30-day carryover. The methods of delivery will be tanker, barge, truck, railcar, and/or pipeline. This procurement will utilize full and open competition in accordance with (IAW) FAR 6.1 and full and open competition after exclusions of sources IAW FAR 6.2. The total estimated quantities are as follows: Turbine Fuel Aviation, JP8 (NSN 9130-01-031-5816): 600,000 USG Turbine Fuel Aviation, JP5 (NSN 9130-00-273-2379): 215,914,000 USG Turbine Fuel Aviation, JAA (NSN 9130-00-359-2026): 924,019,000 USG Fuel, Naval Distillate, F76 (NSN 9140-00-273-2379): 146,000,000 USG If your company is a designated small business in accordance with FAR 52.212-1, please remember to make sure your company's System for Award Management (SAM) designation is correct. DLA Energy will host a Pre-Proposal Conference on July. Details about the conference will be provided upon release of the solicitation. All Offerors who wish to attend the Pre-proposal Conference and Site Visits must submit for each individual the First Name, Last Name, and Company Name to the Contract Specialist (Mr. Jan Bonnet at jan.bonnet@dla.mil), no later than July 9, 2018 by 3:00 PM ET (Ft. Belvoir, VA Time).
