Program Coordinator for Interdiction IT Projects Mexico City, Mexico Issuance Date: 06/12/2018 Closing Date: 06/26/2019 SOLICITATION NUMBER: PSC-18-027-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PRE-AWARD ETHICAL RESPONSIBILITIES OF PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. HOW TO APPLY Offerors proposal shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. Offerors shall ensure their resume demonstrates their possession of the minimum qualifications outlined in this Solicitation, as well as their ability to fulfill all required duties. The Government is not responsible for any costs incurred by the offeror during the solicitation process. In Mexico, INL implements bilateral projects with the Government of Mexico (GOM) under the auspices of the Merida Initiative, with a program focus on disrupting the operational capacity of organized criminal groups, institutionalizing reforms to sustain the rule of law and respect for human rights, building strong and resilient communities, and creating a 21st Century border. This position is located in the INL Section of the U.S. Embassy in Mexico, providing subject matter expertise and project management to the Border Security and Interdiction Team. The contractor shall assist in determining and validating information technology (IT) requirements in support of bilateral border security and interdiction projects, and will provide project management to IT projects in support of Merida Initiative programming. Purpose The purpose of this Personal Services Contract (PSC) is to provide a Program Coordinator for Interdiction Information Technology Projects for INL Mexico. The Program Coordinator for Interdiction IT will manage INL interdiction and security IT programs and provide advice to U.S. and Mexican government officials involved in such projects. Relationship This person will serve as the in-country Program Coordinator and report to the Program Officer for the Interdiction Team, a Foreign Service Officer. Duties and Responsibilities The Program Coordinator for IT will provide advice and support to the Program Officer, other INL colleagues, and representatives of law enforcement agencies at the U.S. Embassy, to design and implement IT projects that support interdiction and border security, to include biometrics capture, storage and exchange. The Program Coordinator for IT will work closely with officials of the GOM. Interdiction IT projects will provide support to the Secretariat for Government (SEGOB), including the National Security Commission (CNS), the Federal Police, and the National Institute for Migration (INM). Additional program support will go to the Mexican Navy (SEMAR), the Secretariat of Finance and Public Credit (SHCP) and its subordinate Customs Department (SAT) the Secretariat of Foreign Relations (SRE), and other Mexican federal entities and state governments as required. All of these entities have roles coordinating and implementing interdiction and security projects and policies. Specific duties and responsibilities will include: •Manage IT projects under the guidance of the Program Officer and keep the Program Officer updated on the details of such implementation, including progress and problem areas. Such projects may include biometrics collection, storage, and exchange; maritime awareness and cargo tracking software, and IT support to non-intrusive inspection equipment and video surveillance systems. •Provide both strategic planning and project development of all phases of IT projects under the guidance of the Program Officer. Such efforts include the complete project implementation cycle and management phases, including research and development, acquisition planning, scheduling, budgeting, contracting, and project monitoring. Responsibilities include being the Government Technical Monitor (GTM), and coordinating with the Contracting Officer, the Contracting Officer's Representative (COR), contractors and GOM officials. These duties will also include supervision, work guidance, and conflict resolution to contract and locally employed staff. •Plan projects with input from U.S. Government agencies and interagency working groups in the Embassy, including the Department of Homeland Security, Customs and Border Protection, the Drug Enforcement Administration, the Transportation Security Administration, the Office of Defense Cooperation (ODC), and the Embassy's Maritime Working Group and Anti-Money Laundering Working Group. •Provide technical solutions for new requirements through the innovative use of emerging technologies and processes. Conduct technical analysis of civil works, electrical, mechanical, and telecommunications facilities needed to meet project requirements. •Offer advice and assistance in preparing documentation for the procurement of systems and equipment, including drafting purchase requests, bid solicitations, statements of work (SOW), requests for source-origin waivers, sole-source justifications, and delivery and acceptance of procured systems, services and equipment. •Provide advice and assistance, technical review and recommendations to Mexican agencies on the development of IT projects. •Serve as either a COR or a GTM for assigned projects in accordance with the Contracting Officer (CO). Must successfully complete required COR training within three months of hire. •Complete entry-level coursework that provides knowledge, comprehension and participatory skills in basic acquisition and project management via a combination of 80-120 hours of in-house, distance learning and/or outside contractor coursework within twelve months of renewal. If the previous requirement is already met, then complete mid-level coursework in intermediate project and program management via a combination of 80 to 120 hours of in-house, distance learning and/or outside contractor coursework within twelve months of renewal. If the previous two requirements are already met, then complete 40 hours of continuous learning credits within twelve months of renewal in any of the following competencies: Requirements Development and Management Processes, Systems Engineering, Test and Evaluation, Life Cycle Logistics, Contracting, Business, Cost and Financial Management or Leadership. Pending supervisor approval, complete up to two weeks of contractor provided Federal Acquisition Certification (FAC) Program and Project Managers (P/PM) training in the United States per year to meet FAC P/PM coursework. The remainder should be taken online from the Federal Acquisition Institute (FAI) or the Defense Acquisition University (DAU). •Draft and provide advice and assistance in the preparation of reports, including those to INL, the U.S. Congress, and other U.S. federal agencies. •Provide advice and assistance in end-use monitoring (EUM) of U.S. Government-supplied commodities and services, providing input for the annual EUM report to the U.S. Congress. •Provide advice and assistance in formulating INL input to the Integrated Country Strategy (ICS). •Brief DOS, U.S. Congress and other visiting officials and Embassy staff on the role of INL and the status of projects and related initiatives. Complexity Individual must be able to manage IT projects in a foreign country, with the ability to support complex and specialized IT projects such as biometrics collection and storage. The contractor must ensure that project implementation promotes U.S. interests while satisfying with host-government officials and ensure the sustainability of projects by providing appropriate training and maintenance. The contractor must be capable of integrating competing needs of U.S. law enforcement agencies, and GOM federal, state and local agencies involved in interdiction and security activities. Individual must be able to oversee the selection and development of software and hardware, and ensure that IT activities and resources add value to Merida Initiative programs. Scope and Effectiveness The Program Coordinator for Interdiction IT Projects will perform a broad range of tasks related to a complex foreign assistance program in Mexico. The INL programs have a significant impact on Embassy operations including those of other US government agencies. An essential part of the complexity will be the identification of the project parameters with the GOM counterpart(s) and the subsequent negotiation of goals. Personal Contacts The Program Coordinator for Interdiction IT Projects will work closely with INL personnel, other USG law enforcement agencies within the Mission, contractors implementing INL projects and GOM counterparts. TRAININGS & DISTANCE LEARNING COURSES •Ability to complete the Foreign Service Institute (FSI) COR course successfully within 120 days of arrival at Post. •Ability to participate in ongoing FAC P/PM training and complete course work equivalent to the entry level FAC P/PM certification within nine months of hiring. •Proven ability to complete Distance Learning (DL) FSI Introduction to Working in an Embassy (PN113) courses within the first 120 days of assignment successfully. Minimum Qualifications •U.S. citizenship and the ability to obtain and maintain a Department Of State Secret level security and medical clearances. •Bachelor's degree from an accredited U.S. institution AND ten (10) years related experience in the field of information technology. •A minimum of five (5) years demonstrated experience in managing programs or projects, including budget preparation, goods and services procurement, and project implementation and oversight involving IT activities. •A minimum of two (2) years demonstrated experience in liaison work with contractors, contracting officers, and requesting offices, as well as a proven working knowledge of U.S. government procurement and contract administration procedures and regulations, including U.S. Federal Acquisition Regulations. •A minimum of two (2) years demonstrated experience working with the inter-agency community. •Demonstrated strong interpersonal and communication skills and extensive experience in, particularly in dealing with officials of foreign government. •Demonstrated management experience. Skill and ability in managing multiple concurrent activities of varying complexity including changing priorities and short turn-around times. •Proficient in Microsoft Office Suite. •Demonstrated English language proficiency, spoken and written, at the Level 4/4 FSI level equivalent. •Demonstrated Spanish language proficiency, spoken and written, at the Level 3/3 FSI equivalent. EVALUATION CRITERIA Factor 1:Work Experience (35 Points) Demonstrated professional experience managing complex projects, which include determining and validating requirements, implementing progress on projects, as well as reporting on IT issues. Preference for candidates with knowledge of security-related projects. Factor 2:Program Experience (15 points) Experience in preparing budgets, advance acquisition plans (AAP), statements of work (SOW), procurement orders, purchase requests, and sole-source justification waiver requests. Factor 3:Management & Communication Experience(30 points) Ability to communicate effectively, both orally and in writing, in a timely and concise manner; interact effectively with others at all levels to prepare, analyze, explain and defend determinations and requirements with respect to conformance to applicable laws, policies and other regulatory guidelines; and advise program officials. Factor 4:Past Performance (20 points) Past performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the U.S. government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. The most qualified candidates may be interviewed, required to provide a writing sample, and demonstrate an ability to operate commonly used office applications. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that a candidate has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. Professional references and academic credentials will be evaluated for applicants being considered for selection. COMPENSATION (BASE PAY) For award, INL will negotiate for this contract based on the market value as outlined above and overall experience relevant to the solicitation requirements.
