- ATV/UTV Noxious Weed Spraying MATOC W9128F18Q0077 - Small Business (SB) set-aside - On or about 12 June 2018, the Omaha District intends to issue the solicitation for an one (1) Indefinite Delivery, Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC) for the licensed commercial application of weed/vegetation spray via all-terrain vehicle (ATV) or utility terrain vehicle (UTV) for the control of noxious weeds/invasive species and unwanted vegetation in USACE-managed areas of North Dakota and South Dakota. This area includes, but is not limited to, Lake Oahe which stretches from Pierre, South Dakota to Bismarck, North Dakota. Proposals will be due on or about 16 July 2018. This solicitation will facilitate the award of one (1) contract with a maximum capacity of $490,000.00. Task orders awarded under this SATOC will be firm fixed price. The North American Industry Classification System (NAICS) Code for this acquisition is 561730 - Landscaping Services; the small business size standard is $7.5M. Evaluation of proposals will be performed on a "best value, trade-off" basis. The contractor will be responsible to provide all labor, tools, transportation, materials and equipment necessary to chemically control target vegetation as outlined by specific tasks issued by individual task orders (TOs). The contractor will chemically control target vegetation without damaging nearby trees and shrubs and will minimize damage to non-target ground vegetation. Various types of chemical applications may be required. Some areas may require spot treatments while others may require solid coverage. The period of performance for spraying operations will be determined by individual TOs issued under this contract. TOs may be issued against this contract for a period of 5 years from the date of award or when the maximum capacity is reached, whichever occurs first. Offerors: Please be advised that an on-line registration requirement in System for Award Management (SAM) database http://www.sam.gov/ exists and directed solicitation provisions concerning electronic annual Representations and Certifications on SAM. Representations and certifications are required to be up-dated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective for one year from date of submission or update to SAM.
