Description
This is a notice issued on behalf of the National Institute of General Medical Sciences (NIGMS), Office of Communications and Public Liaison (OCPL) by the Office of Logistics and Acquisition Operations (OLAO), Office of Acquisitions, NIH, DHHS, UNITED STATES. This is a " Sources Sought" notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. There is no solicitation available at this time. The purpose of this notice is to obtain information regarding : (1) the availability and capability of all qualified business sources; (2) whether large business, or small business; HUBZone; service-disabled, veteran-owned; 8(a); woman-owned; or small disadvantaged business; and (3) their size classification according to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your response to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization not considered a small business under the applicable NAICS code should not submit a response to this notice. The NAICS for this requirement is 511199 - All Other Publishers, with a size standard of 500 Employees Attached to this Sources Sought is a draft Statement of Work. Responses must reference NIHOD201800025 and include the following: (1) Name and Address of the vendor, (2) Size and type of business (3) Point of contact with name, title, phone, fax and email, (4) DUNS number, (5) Vendor's capability statement (no more than 15 pages) addressing the draft Statement of Work. (6) List of organizations to whom the same or similar types of services have been previously provided to include contract number, dollar value, name, and the phone number of the Contracting Officer, (7) Applicable Product/services list. ALL INFORMATION SUBMITTED IN RESPONSE TO THIS ANNOUNCEMENT MUST BE RECEIVED ON OR BEFORE THE CLOSING DATE OF June 20, 2018 at 3 PM EST. Please submit Capability Statements through email ( brownant@mail.nih.gov)All questions and/or comments must be in writing and emailed to Mr. Anthony R. Brown at brownant@mail.nih.gov. Comments and questions will NOT be answered, but will assist in creating a solicitation for this requirement. The National Institutes of Health (NIH), Office of Communication and Public Liaison (OCPL) informs the general public and targeted audiences about NIGMS-supported research and training programs. OCPL works to strengthen public understand and appreciation of basic biomedical science, and to inspire the pursuit of careers in basic biomedical research. The office publishes free science education materials including fact sheets, publications, and digital media on a range of topics. The Office also informs teachers and students about NIGMS funded training programs and products, such as materials resulting from Science Education Partnership Awards (SEPA), grants that may be useful to teachers and students across the country. NIGMS seeks to reach millions of middle and high school science students in all 50 states and with a broad demographic mix (i.e. urban, suburban, rural, etc.) annually, through articles in Science World, a Scholastic, Inc. magazine, and a dedicated website. The Institute seeks to utilize Scholastic's expertise in engaging students and meeting the needs of classroom teachers. The Institute also seeks to utilize Scholastic's expertise working with government and corporate partners to meet the needs of classroom teachers. The primary objective of this project is the development, manufacturing, distribution, and marketing of educational print and online materials that nearly 2.5 million school students read as part of their in-classroom educational experience. Services to be performed include: creating, maintaining and updating a project website; manufacturing and distributing print educational materials; and promoting and tracking the reach and usage of materials. The Government DOES NOT intend to award a contract based on responses under this announcement. Interested parties shall not be reimbursed for costs associated with preparation of their responses. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed, to allow the Government to determine the organization's qualifications to perform the services. Responses to this notice will not be considered adequate responses
