Description
Dear Interested Parties, The United States Agency for International Development in Indonesia (USAID/Indonesia) intends to issue a Request for Proposals (RFP) for a five-year contract for USAID/Indonesia Health Financing Activity. USAID will set-aside this procurement for small business. The solicitation is anticipated to be released in about two weeks and will be made available electronically upon its release to www.fbo.gov. The purpose of this Activity is to support the Government of Indonesia (GOI) to sustain and increase efficiency in financing for health to improve financial protection, equitable access to quality health services, and health outcomes in USAID priority areas of HIV, Tuberculosis (TB), and Maternal and Newborn Health (MNH). The USAID Health Financing Activity has two objectives: 1) Improved sustainability of GOI financing for health. USAID seeks technical assistance to support Indonesian institutions to conceptualize, conduct and apply the necessary health financing analyses and tools needed to drive health sector reform. The Contractor will work with GOI counterparts to gather and improve the availability of quality data, perform analyses, present results, and advise on systems implications and policy options to improve the quality of current GOI health spending; increase GOI spending in the health sector; and improve JKN performance on critical indicators of cost, quality, and access. Collaborating and working directly with Indonesian universities and think tanks (Centers of Excellence) along with GOI stakeholders under this objective is intended to increase the store of technical knowledge and leadership ability within the Indonesian health system. 2) Strategic health purchasing mechanisms and capacities improved. There is substantial opportunity to improve health financing efficiency through refinement of health care purchasing methods and strengthening the way GOI agencies are organized to do this work. The USAID HF Activity will provide technical assistance to support the GOI in designing, implementing, monitoring and improving health care service delivery models, including provider payment mechanisms with the aim of contributing toward the achievement of better health outcomes and stabilizing cost per member enrolled in JKN. Based on assessing the results of current purchasing mechanisms, refinements to current approaches should be made or alternative purchasing approaches should be debated and recommended for implementation. Expected outcomes of this objective include, improved efficiency in the way health care services are purchased at the primary and secondary levels of the health system as well as improved GOI purchasing of health services that fall within the USAID Priority Health Areas of HIV, TB and MNH. Success in this area should lead to demonstrated improvements in quality of care as well as improved access for JKN beneficiaries. It is envisioned that successful achievement of these objectives will improve access to quality services and achievement of health outcomes, including in the USAID Priority Areas of HIV, TB and MNH. Prospective Offerors are advised that this procurement is subject to internal USAID approvals and the availability of funds. This is NOT a Request for Proposal (RFP) and in no way obligates the US Government to issue an RFP and/or award a contract. This notice satisfies the synopsis requirement in FAR 5.2. If a solicitation is issued, all necessary information will be supplied at the time it is posted at www.fbo.gov. Questions/requests for information will not be responded until RFP issuance.
