- Plans Specification The project consists of maintenance dredging of the navigation channels at Naval Weapons Station, Seal Beach, Orange County, California. Material will be placed at LA-2 and near shore placement site off Surfside-Sunset Beach depending on location of dredged material. The total estimated cost range of construction is from $5,000,000.00 to $10,000,000.00. The time for completion of the work on the contract is approximately 180 calendar days from the date of Notice to Proceed. A tenative date of 27 June 2018, 1:00 PM Pacific is set for the site visit date. The POC for the site visit is Matt Wesley telephone 213-452-3683. The following codes also apply to this acquisition: NAICS 237990 Dredging and Surface Cleanup Activities; FSC Y1KF Construction of Dredging Facilities, SIC Code 1629 Heavy Construction, Non Building Structures. The small business size standard for this acquisition is $27,500,000.00 in average annual receipts. The acquisition will use the FAR Part 14 Sealed Bidding procedures for award. The solicitation is a Total Small Business Set Aside and will contain the provision, "Notice of Total Small Business Set-Aside". Offers are solicited only from small business concerns. Offers received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected. Any award resulting from this solicitation will be made to a small business concern. Definition. "Small business concern," as used in this solicitation, means a concern, including its affiliates that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the size standard in the solicitation. All bidders are advised that this project may be delayed, cancelled or revised at any time during the solicitation, selection, evaluation, negotiation and/or final award process. The solicitation will be available on or about 29 May 2018. The solicitation, plans and specifications, amendments and interested parties list are only available for downloading at www.fbo.gov All interested parties are reminded that the successful contractor will be expected to place subcontracts to the maximum practicable extent with small and disadvantaged firms in accordance with the provisions of Public Law 95-507.
