- Redacted Sole Source Justification. Statement of Work US Customs and Border Protection (CBP) intends to make a sole source award to Rio Hondo Community College of Whittier, CA for the use of an outdoor firing range, classroom facilities and training areas. This will be a firm fixed price agreement for a base and four option periods consisting of one year each. This is a sole source award based on FAR Part 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. CBP Office of Field Operations within the Los Angeles Field Office, have an immediate need to continue to use the firing range and classroom services provided by Rio Hondo Community College, these facilities have been used by CBP for a number of years. Usage is expected to continue for an indefinite period, due to the lack of other facilities that meet the specific needs in the immediate Los Angeles, CA area. Rio Hondo is currently the only range within the general vicinity of the Air Port of LAX, the Los Angeles/Long Beach Area Port of Entry and the Los Angeles Field Office, that can accommodate the mandatory number of firing and tactical sessions for over 1,400 CBP Officers located in the area. Rio Hondo provides storage space on the premises, thus eliminating the unsafe practice of employees transporting ammunition in their Privately Owned Vehicles (POVs) or in the Government Owned Vehicles (GOVs). Rio Hondo Firing Range is an outdoor range (thus safer) Rio Hondo provides free and secure parking for GOVs. Rio Hondo Firing Range specifically meets the needs of CBP because it is local, and provides facilities for less-lethal training, as well as academic training. Additionally, Rio Hondo provides a 12-shooter range for pistol qualification and a 12-shooter range for long gun qualification. Rio Hondo is open 24 hours a day and has classroom/restroom facilities. Market research was recently conducted and although there are several outdoor ranges in the Los Angeles area, they could not accommodate the number of agents requiring training on a quarterly basis. DOA/LAWA firing range at LAX will not allow other agencies access to its facility. The firing range at Seal Beach, CA is currently overbooked. The Long Beach PD firing range cannot accommodate the number of sessions needed by all of the Officers. Firing ranges located in Santa Ana, Pomona, San Bernardino County and Ventura County are not within an acceptable distance of the CBP locations. They cannot accommodate the number of mandatory sessions, nor do they have adequate storage facilities for ammunition. Due to the reasons listed above, a sole source award is necessary in order to meet the requirements of CBP Field Operations throughout the Los Angeles Field Office area of responsibility.
