Description
This is a sole source synopsis published for informational purposes only. This synopsis for commercial items was prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk (FLCN), Contracting Department, Detachment Philadelphia hereby provides notice of its intent to award a sole-source, firm-fixed-price (FFP) contract to Quantel-USA, Inc., from Bozeman, MT. The Government intends to solicit and negotiate with only one source under the authority of 41 USC 1901(e)(2) - a sole source acquisition under the authority of the test program for certain commercial items, as implemented by FAR 13.501(a). A Justification and Approval for the Use of Other Than Full and Open Competition has been prepared. This requirement is being processed on behalf of the United States Naval Observatory in Washington, DC (USNO). The USNO - Clock Development Division intends to acquire an EYLSA High Performances CW Fiber laser (PFBX0003) fiber-coupled laser system that meets the following minimum requirements: •- Center wavelength: 780.24nm •- CW laser Linewidth: <250 kHz •- CW power output up to 1 W, adjustable •- Continuously tunable (mode-hop free) over at least 8 GHz (covers the Rb D2 transition manifold) •- Wavelength-lock capability via external servo input •- Output coupled into a single-mode polarization-maintaining fiber with FC/APC coupler, yielding a linearly-polarized output •- Separate monitor output, capable of providing >3 mW •- Fit into a 3U space in a standard equipment rack •- Wall-plug power consumption < 250W •- System shall not employ 780 nm semiconductor components to generate the output •- Minimum 2-year guarantee Interested parties may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a quote; however, only supplies meeting the USNO's requirements will be considered for award. The Government will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine whether a competitive solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Interested parties are encouraged to furnish information. No documents submitted will be returned. By submitting capability information, the contractor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contract Specialist Jordan Doar by email at yarden.doar@navy.mil. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
