Description
The United States Section of the International Boundary and Water Commission (USIBWC) is issuing a solicitation (sealed bid) for the purpose of removing sediment in Thurman I Arroyo, Thurman II Arroyo, and a 9,500-linear foot section of the Rio Grande, and to construct sediment basins with erosion protection, concrete end walls, and drilled piers. The Work for this project generally consists of removal of existing rocks and sediment in Thurman Arroyos I and II within the limits of USIBWC's right of way and construction of dewatering, sedimentation basins, concrete end walls, drilled piers, erosion protection, flex base maintenance road, site grading, and associated drainage improvements. Major tasks include: removal of rocks and sediment from arroyos, installation of sedimentation basins & concrete end walls, drilled piers, and removal of sediment along a 9,500-linear foot stretch from the Rio Grande. Work within the Rio Grande will have to be done during the non-irrigation season, which typically runs from mid-October to the beginning of February. Coordination will have to be made with the USIBWC and Elephant Butte Irrigation District for irrigation season dates. Work within the arroyos can be done during irrigation and non-irrigation season. Construction cannot start until the required submittals have been determined satisfactory for beginning construction. The magnitude of the project is estimated between $1,000,000 and $5,000,000. A site visit date will be listed in the solicitation. The contract will be a firm fixed price. All work shall be completed within two hundred forty (240) calendar days after the Notice to Proceed. The time stated for completion shall include final cleanup of the premises. The solicitation, plans, and specifications are expected to be posted on or about July 2, 2018 (this is a target date which may slip or change; if the solicitation is not posted on Federal Business Opportunities by July 2, 2018 that is because the solicitation is not available for posting). The solicitation will be available for a minimum of thirty (30) calendar days. This is a Pre-solicitation Notice. The Solicitation will include information on how to obtain the plans and specifications. All responsible sources may submit a bid to be considered by the Agency.
