ANTICIPATED PROJECT TITLE: DLA-Energy Sustainment, Restoration, and Modernization (SRM) Multiple Award Task Order Contract (MATOC) 2. SOLICITATION NUMBER: W912GB18R0030 1. Synopsis: The U.S. Army Corps of Engineers, Europe District's intends to award two but no more than five Firm-Fixed-Priced (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOCs) to provide procuring fuel systems sustainment, restoration, modernization (SRM), and environmental support services for Defense Logistics Agency-Energy (DLA-E) and Department of Defense (DoD) bulk and retail fuel facilities. This project consists of services for the maintenance, inspection, repair, upgrade, safety, and environmental protection of Government aviation, marine, and ground fuel facilities and infrastructure at Department of Defense (DOD) facilities throughout the USACE Europe District's (CENAU) Area of Responsibility (AOR). The Contractor shall be responsible for planning, scheduling, and performing SRM and environmental support for fuel facilities and infrastructure to ensure safe and accurate receipt, storage, transfer, issue, quality control, and accounting for DoD fuel products at various facilities in the following countries: Germany, Belgium, Greece, Djibouti, Italy, Portugal, Spain, the United Kingdom, Bosnia, Bulgaria, Czechia, Estonia, Hungary, Lithuania, Netherlands, Poland, and Romania. 2. TYPE OF SET-ASIDE: This acquisition will be an unrestricted action under full and open competitive conditions. In accordance with FAR 19, all socioeconomic program considerations do not apply due to the project location being Outside the Continental United States (OCONUS). 3. SELECTION PROCESS: This project will use a Best-Value Tradeoff Acquisition Selection process in accordance with the United States Federal Acquisition Regulations (FAR) Part 15 and Part 37. The project will be solicited under Full and Open competition and the Government will seek to award two but not more than five FFP IDIQ service based MATOCs. The contract will be awarded in U.S. Dollars ($) with task orders awarded and paid in U.S. Dollars or Euro (€). Responses to the solicitation (when advertised) are desired from firms who can demonstrate recent and relevant experience and past performance in providing fuel systems maintenance and minor repair services in the countries identified above. 4. CONTRACT CAPACITY: The contemplated contracts' shared capacity will not exceed $40,000,000.00 for the base and all option years. There will be no limits on the number of task orders awarded/issued in any year. The minimum guarantee shall be $2,500.00. This amount shall cover the duration of the entire contract (Base Period and Option Periods). 4. PERIOD OF PERFORMANCE: The period of performance shall include a one-year Base period and four (4) one-year Options (if exercised) for a total of five years OR whenever capacity is reached. 5. SITE VISIT: A site visit at Katterbach Kaserne, Germany will be conducted to provide Offerors the opportunity to review the site conditions and layout to better support the development of technical and price proposals for the Oil Water Separator and Pollutant Drainage System Repair Performance Work Statement (PWS) that will be a significant portion of the contractor's overall proposal for the DLA-Energy Sustainment, Restoration, and Modernization (SRM) Multiple Award Task Order Contract (MATOC). The Government intends to award the Katterbach Oil Water Separator and Pollutant Drainage System Repair task order concurrently with the award of the DLA-E SRM MATOC. The site visit will begin on 20 June 2018 at 09:30 in the 2nd floor main conference room at GBDE 5850, Katterbach Kaserne, 91522 Ansbach, and will last approximately 2 hours. There will be a maximum of two personnel per prime vendor that will be allowed to participate in the site visit. CAC holders must register their cards with the US Army Garrison Ansbach Installation Access Office (IACS), Building 9026 at the Katterbach Kaserne main gate, to gain access to the installation. Non-CAC holders must also obtain their temporary access badge in building 9026 as well. The IACS office opens at 08:00 and the office processes customers on a first come, first serve basis. 6.
