- GENERAL SCOPE OF WORK The Architect / Engineering firm shall plan and design upgrades to comply with USP 800 and USP 797 at the Nashville Campus, renovating approximately 4200 square feet. The design consultant shall provide all necessary architectural and engineering (A/E) services to completely evaluate the pharmacy Compounding Sterile Preparations (CSP) operations, processes and infrastructure in existing and adjacent affected spaces in order to develop concepts and provide a complete design. The A/E shall provide space planning, testing, technical reports, layouts, calculations, sizing, narratives, estimates, schedules and phasing plans to present concepts and fully discuss options. After the optimal solution is selected, the A/E shall develop a complete design and produce construction bid documents. Professional disciplines include, but are not limited to, USP design specialist(s), architectural, life safety, mechanical, plumbing, electrical, communications, security, access controls, industrial hygiene and commissioning. STATEMENT OF PROJECT OBJECTIVES AND CONCEPT It is the intent of the VA TVHS to be USP 800 compliant by December 2019, while also increasing the quality of USP 797 facilities and operations. In the current facility planning concept for the project, Human Resources (HR) is relocated, so the pharmacy can expand, enabling USP improvements. A space within the hospital will be renovated, for HR to relocate to their new space, then the previous HR space, adjacent to the pharmacy, will be renovated to provide the new USP 800 and USP 797 operations. The existing USP 797 space will remain operational until the new USP 800 and USP 797 space is commissioned and in service, then the existing USP 797 containment rooms will be converted for pharmacy operations. The A/E will fully investigate, survey, test, analyze, interview key personnel, document existing conditions, infrastructure, systems, equipment and processes, to gain the knowledge and insight necessary to prepare a quality design to meet the following objectives: Upgrade USP 797 operations and containment rooms Provide USP 800 compliant containment rooms and operations Increase capacity, productivity and functionality of the Pharmacy Improve flow and alleviate congestion Improve processes and staff efficiency Reduce downtime and improve reliability Promote uniformity between the TVHS campus pharmacy operations at the Nashville and Murfreesboro Campuses Ensure that USP operations can evolve and grow. Currently, the facility needs four hoods (3 positive and 1 negative). However, the current design and construction shall accommodate the future projected program growth with minimal alterations. Plan and design secondary CSP provisions to be used during planned and unplanned outages. Commission the project by implementing a process throughout design, construction, inspecting and testing. The focus shall be on providing a complete, working product that complies with all codes/standards/guidelines. Relocate HR to facilitate the pharmacy expansion, insuring proper design and planning to meet staff needs. In the preliminary planning concept, the existing HR (1500 square-feet) is increased to 1700 to 1850 square-feet as part of the relocation. This procurement will be conducted under the North American Industrial Classification System Code (NAICS) 541310, Architectural Services, and 541330, Engineering Services. The Small Business Size Standard is $7.5 million gross annual revenue for 541310 and $15 million gross annual revenue for 541330. To be considered a Small Business under either of these NAICS Codes, the respondent's average revenue for the last three fiscal years, depending on NAICS code used, cannot be more than $7,500,000.00 or $15,000,000.00. If the average revenue for the last three fiscal years is over $7,500,000.00 for 541330 or over $15,000,000.00 for 541330, the respondent is classified as a Large Business. Only the following information is requested at this time: Address; 2. Applicable telephone numbers and e-mail addresses; 3. Company name; 4. DUNS; 5. Point of contact; 6. Socioeconomic status 7. Contract award is estimated to be August 2018. CONSULTANT AND DESIGNER QUALIFICATIONS The consultant shall provide a team of professional designers and engineers that have worked together before on USP 797 and USP 800 projects that are capable of completing the work as specified. The consultant shall not make changes in personnel from those who are approved on the team without prior approval from the VA Contracting Officer and the Contracting Officer s Representative (COR). Approval of changes will not be granted without overwhelming reason, such as death, termination or severe health issues. Personnel changes solely benefiting the consultant will not be approved. Replacement personnel must be approved by the VA and must have equal or greater qualifications to the departed team member. The Team must have, for a USP 797 regulated space: Worked together a minimum of 5 years; 15 completed projects within last 5 years in design or construction; 20 completed testing or certification projects. The Team must have, for a USP 800 regulated space: Worked together a minimum of 2 years; 3 ongoing or completed projects within the last 2 years in design or construction 20 ongoing or completed testing or certification projects. Firm will produce training certificates for the principle engineer, lead architect, lead mechanical engineer and commissioning agent that show 180 hours of continuing education on USP 797 compliance within last 3 years. Firm will produce training certificates for the principle engineer, lead architect, lead mechanical engineer and commissioning agent that show 60 hours of continuing education on USP 800 compliance within last 3 years. At least one, Certified or previously certified Pharmacist must have: Direct experience supervising USP 800 and USP797 regulated spaces. Licensed and certified in United States Demonstrated knowledge and understanding of USP 800 requirements on similar projects. Designer shall produce USP 800 credentials, training certificates/certifications, participation on USP 800 code boards, list of previous similar USP 800 design projects within last 3 years, and/or list of previous similar USP 797 design projects within last 5 years. Designers on the team must have the following: Licensed in United States and able to stamp designs / drawings. Experience with one similar USP 800 design; Experience with 5 similar USP 797 designs; Team members shall provide a list of USP 800 and USP 797 projects that they have stamped within the last 5 years. At least, one currently CETA certified member. Similar projects have a construction dollar amount over $500,000 Deliverables for submitted personnel shall be: Referenced similar projects shall include, at a minimum, facility name, location, project title and total project budget. A facility engineering and pharmacist supervisor as point of contact for each project with name, email, and phone number. An electronic response is the accepted method to respond to this synopsis and is due on or before June 27, 2018 at 2:00 PM Central Standard Time.
