- The USPFO for Connecticut intends to issue a Request for Proposal (RFP) to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the construction of a Base Entry Complex, Bradley Air National Guard (ANG) Base, East Granby, CT. Project Description: The project will consist of a properly sized, correctly located, base entry complex to support eight (8) primary aircraft authorization (PAA) C-130 aircraft and supporting missions. Specifically needed is a road system, parking, fencing, traffic check house, vehicle inspection area, and over watch area. Traffic control devices and pop-up barrier systems are also required along with special construction needed to connect the base entrance to the surrounding off-base road system. Option Items are as follows: 1) Traffic circle in lieu of 3-way intersection; 2) Furnish and install additional planting materials as indicated in the drawings and specifications; 3) Furnish and install decorative paving in lieu of broom finish; and 4) Furnish and install an emergency generator. The contract duration is 455 days after Notice to Proceed (NTP) to include inspection and punch list. This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $36,500,000.00. The magnitude of this project is between $5,000,000 and $10,000,000. Planned Brand Name/Sole Source Justifications to be posted with the RFP: 1) Monaco Mass Notification Panel and 2) Monaco MAAP-X. Your attention is directed to FAR CLAUSE 52.219-14 (c)(3) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees," which applies to this project. The tentative date for issuing the solicitation is on-or about 28 June 2018. The tentative date for the pre-proposal conference is on-or about 10 July 2018 - time and location specifics will be in the solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-proposal conference. The solicitation closing date is scheduled for on-or about 14 August 2018. Actual dates and times will be identified in the solicitation. The source selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.3, source selection procedures. Evaluation factors include Technical, Past Performance and Price. Bidders/Offerors cannot log into the FedBizOpps home page and search for data. This solicitation is not a competitive bid and there will not be a formal public bid opening.
