Agency/Office: Public Buildings Service Location: Capital Construction Division (WPHBA) Set Aside: Total Small Business NAICS Code: Construction of Buildings - 236220 - Commercial and Institutional Building Construction Title: Sources Sought Notice: Design-Build (DB) / Ronald Reagan Building Phase 3 and 4 of the USAID DESCRIPTION: Market Research (SMALL BUSINESS CONCERNS ONLY): Design-Build (DB) / Renovation of Phase 3 and 4 of the USAID office renovation in the occupied Ronald Reagan Building (RRB). This notice is a Sources Sought Synopsis announcement only; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. This notice is request for information/market research tool being utilized to determine the availability and adequacy of potential sources prior to issuing a request for qualifications. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUBZone), Service-Disabled Veteran-Owned Small Business (SDVOSB), The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Small Disadvantaged, Section 8(a), HUBZone and SDVOSB businesses are highly encouraged to participate. The General Service Administration is anticipating procuring for the design and build Phases 3 and 4 of the USAID office renovation in the occupied RRB. The Ronald Reagan Federal Office Building was occupied in 1997. It is located in downtown Washington DC at 1300 Pennsylvania Avenue NW, and is part of the Federal Triangle. USAID coordinates many global programs and operational functions. The agency's headquarters are in this building. USAID's space is in the North portion of the building totaling approximately 530,378 useable with seven stories above grade, additional space on the Mezzanine level and three basement levels. USAID RRB Renovations Phases 3 & 4 existing space consists of approx. 57,000 gross square feet (North side) of the 2nd N.E. Floor & 4th Mezzanine Level - office space, Interior renovation of the existing space will consist of approx. 57,000 square feet of open office space, to include new partitions, furniture upgrades, lighting, IT/AV/Security, MEP restructuring, signage and office area light fixtures (LEED Compliant). The project will aim for LEED Commercial Interior (CI) version 3 certified Silver. The 2nd floor Phase-3 construction will be done in two phases during the day. The 4th floor Mezzanine Level will be done after hours, and involves extensive coordination with the Government, general contractor and move management of the tenants/occupants in the existing space. Swing space will be provided by USAID This new renovation scope of work would include the following construction trades, but not limited to: Demolition, Metal Fabrications, Architectural Millwork, Doors & Hardware, Storefront, Glazing, Interior Finishes, Drywall Partitions, ACT, Feature ACT, Resilient Tile, Carpet Tile, Visual Displays, Fire Extinguishers with Cabinets and Metal Lockers. Kitchenette Appliances, Solid Surface Counter Tops, Demountable Partitions with Glazing Safety and Security Glazing Film, Plumbing, Fire Suppression Systems, HVAC, Commissioning, Fire Alarm, Electrical Systems, Lighting, IT/AV Equipment, Electronic Safety and Security. The project involves continuity of operation of existing mechanical, electrical and other building systems during construction. This project will include a preliminary Building Information Modeling model, Design Intent Documents and Design Narratives for these two phases. The eligible firm will be required to provide all management, supervision, labor, materials, supplies and equipment, and shall plan, schedule, coordinate and assure effective performance of all operation and mechanical maintenance services. Also, the Design Build team shall provide the services of Registered Licensed Professional Engineers and Architects, experienced in the type of work contemplated, to provide design, calculations, field survey, drawings and specifications covering the work. Disciplines anticipated include electrical engineering, structural engineering, mechanical/plumbing engineering, low voltage, IT/audio visual, security, architecture, environmental, life-safety / fire protection/fire alarm and systems furniture space planning services to fulfill the project's objectives and requirements. The Contractor's Architect-Engineer shall be the project's Architect-Engineer of Record. The North American Industry Classification System (NAICS) Code is 236220 Commercial and Institutional Building Construction; which has a small business size standard of $36.5 Million in average annual receipts over the past three (3) years. The Sources Sought encourages maximum participation of the interested Small Business concerns. Cost range between $10 million to $20 million. This request for information/market research tool being utilized to determine the availability and adequacy of potential sources prior to issuing a request for qualifications. The Government is not obligated to and WILL NOT pay for information received as a result of this announcement. Requests for a solicitation will not receive a response. If you are an interested firm, please provide a Written Letter of Interest, company brochure or literature (if available), and a response to the following questions. All information submitted is subject to verification. Additional information may be requested to substantiate responses. (maximum 10 pages): 1. Is your firm a Small Business? Name and address of company (inclusive of phone and fax numbers); b. Name and email address of Individual within the company who will be the contact person, if the Government requires additional information; c. Tax Identification Number, Dunn & Bradstreet No.; d. NAICS code(s) under which company operates; The Government will review each response and will use the information it receives in response to this source sought notice as a basis for determining whether there exists reasonable expectation of obtaining a sufficient number of offers that are competitive in terms of market prices, quality, and delivery. A determination not to compete a proposed procurement based upon responses to this notice is solely within the discretion of the Government. All information furnished to the Government in response to this notice will be used for review purposes only. Please note: All firms and prime contractors doing business with the Federal Government shall be registered in the System for Award Management database at www.sam.gov prior to award of a contract.
