- Description
- The U.S. Army Corps of Engineers, Pittsburgh District, has a project that involves the rehabilitation of the dam service bridge at Loyalhanna Lake Dam, Westmoreland County, Pennsylvania. This contract is for the first phase of work. The work involved is generally described by the items below: The work consists of removal and replacement of the concrete slabs over Gate Bay 5, installation of a concrete overlay at Monolith 6 and Pier 7, installation of Carbon Fiber Reinforced Polymer (CFRP) on the bottom of the concrete t-beams at Work Bay 5, installation of Glass Fiber Reinforced Polymer (GFRP) on the top of the slab at Work Bay 5, miscellaneous concrete repairs at Pier 7 and at the right abutment, sealing the concrete deck joints, and cleaning and repainting the steel girders and bracing members over Gate Bay 5. It is anticipated that the steel members above Gate Bay 5 contain lead-based paint. Disposal of concrete rubble will be required. Lead-based paint abatement will be required. Ferrous and other construction waste material will be disposed at a commercially permitted facility licensed to accept the waste or recycled if applicable. Construction work will occur in close proximity to operating dam gates. Loyalhanna Dam operates 24 hours a day, 7 days a week. This procurement will be Firm Fixed Price and will be set aside 100% for Small Businesses. The NAICS code for this acquisition is 237310, Highway, Street, and Bridge Construction. The period of performance for the contract is 365 days after receipt of the Notice to Proceed. The estimated cost of the proposed work is between $1,000,000 and $5,000,000. All responsible offerors are encouraged to participate. The Invitation for Bid (IFB) will be issued on or about June 28, 2018 online through the Federal Business Opportunities (FBO.gov) website; therefore, requests for hardcopies of the solicitation will not be honored. In order to receive notification of any amendments to this solicitation, interested vendors must register as an interested vendor on the FBO.gov website. If you are not registered, the Government is not responsible for providing notification of any changes to this solicitation. Contractors must be registered in the System for Award Management (SAM) database prior to receiving any federal contract award (visit www.sam.gov to register). Every new registrant is now required to provide a written notarized letter to confirm the entity's Administrator, that is authorized to register the vendor in SAM, or make changes to its registration, BEFORE GSA will activate the entity's registration.
