- (1) Action Code : SOURCES SOUGHT This is a Sources Sought Notice only. This is not a request for proposal, but a survey to locate potential sources. This Sources Sought does not constitute an Invitation for Bids, Request for Proposals, or a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited, nor is it a guarantee of a forthcoming solicitation or contract. It is for market research purposes only. Respondents will not be notified of the results of the evaluation. The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Objective: To find sources that are qualified to meet the supplies/services as listed in section 11B. Note that the specific requirements in section C are subject to change prior to the release of any solicitation. B. The contractor shall provide one (1) fiber tapering system that will support the Quantum Technology Branch of the Electro-Optics and Photonics (EO&P) Division of the Sensors and Electron Devices Directorate (SEDD) at the Army Research Laboratory (ARL). This requirement is for one (1) fiber tapering system with the following: 1. One (1) external vacuum pump assembly 2. Two (2) power cords 3. One (1) tapering library add-on for software 4. One (1) graphite filament assembly for 80-250 micrometer (μm) fibers 5. One (1) graphite filament assembly for 125-600 μm fibers 6. One (1) graphite filament assembly for up to 1.5 millimeters (mm) 7. One (1) dual sided top fiber insert zero (0) - 759 μm clad fiber for (LED) 8. One (1) dual sided top fiber insert for LED end illumination 9. One (1) extended bottom fiber insert for 112-208 μm with vacuum holes 10. One (1) extended bottom fiber insert for 177-320 μm with vacuum holes 11. One (1) extended bottom fiber insert for 279-519 μm with vacuum holes 12. One (1) transfer insert clamp for Very High Frequency (VHF) series inserts 13. One (1) graphite V-groove insert tip, extended 14. One (1) water cooling unit for GPX3000 series 15. Portable, desktop size 16. Ability to taper fiber diameter from 200 microns down to 0.650 microns 17. Ability to have taper lengths of 15 centimeters (cm). 18. Low loss taper (less than (<) 0.01 decibel (dB)). 19. Ability to splice custom optical fibers. Shipping to Adelphi Laboratory Center (ALC), MD 20783-1145, FOB Destination preferred. C. Responses shall include: (I) To what extent each of the specifications can be met by providing descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the Objective above.
