- Draft Statement of Objectives (SOO) for Academia Day with the United States Department of Homeland Security (DHS) Office of University Programs (OUP) Master of Business Administration (MBA) with a Concentration in Security Technology Transfer (STT) Program Academia Day Notification for the Office of University Programs Master of Business Administration with a Concentration in Security Technology Transition Program June 20, 2018 from 1:00 p.m. to 2:30 p.m. Eastern Time PURPOSE The United States Department of Homeland Security (DHS) Directorate of Science and Technology (S&T) Office of University Programs (OUP), supported by Office of Procurement Operations (OPO), Science and Technology Acquisition Division (STAD) will be hosting an "Academia Day" on Wednesday, June 20, 2018 from 1:00 p.m. to 2:30 p.m. Eastern Time (ET) in Washington, DC and simultaneously via a webinar to exchange ideas with universities regarding an in-progress draft solicitation for a Master of Business Administration (MBA) with a Concentration in Security Technology Transition (STT) program to be designed specifically for DHS employees. DHS is seeking to establish a case study-based program at an accredited university that will educate DHS employees in the business disciplines of a contemporary MBA curriculum along with additional specialized courses that will enable DHS employees to navigate established Federal Acquisition Regulations (FAR), experience the Research and Development (R&D) process from the perspective of the private sector, envision ways to create more flexible alternative approaches, and advance technologies more quickly from concept to operational deployment and use. As a pilot program, DHS plans to structure this MBA STT into five three-year cohorts staggered over a total Period of Performance (POP) of seven years. Each cohort will consist of 18 to 25 DHS employees. DHS is hosting this Academia Day in order to gather input and identify qualified, experienced sources interested in performing the services identified for the MBA STT Program. The information exchanged will be used by the Government in the development of the overall acquisition strategy. TARGET AUDIENCE Academia Day is intended for accredited universities, as prospective offerors, that are capable and interested in performing the scope of a potential corresponding contract. This event is not intended for training facilities or other Government departments and agencies. This event will not be open to the media. DATE AND TIME Wednesday, June 20, 2018 from 1:00 p.m. to 2:30 p.m. Eastern Time. REGISTRATION PROCESS Registration is required to participate in this event. Requests to participate either in person or via the Webinar must be submitted by e-mail to the Contracting Officer, Jessica Wilson at Jessica.Wilson@hq.dhs.gov, and the Contract Specialist, Robert Marosz at Robert.Marosz@st.dhs.gov, no later than 3:00 p.m. ET on Monday, June 18, 2018. In person participation is limited to the first 50 persons that register. Only two participants per participating university/prospective offeror can be accommodated at the in-person event in Washington DC. After registration, participants will receive the instruction on how to attend the event (via Webinar or in-person). This information will be emailed to the participant directly on Tuesday, June 19, 2018. There is no cost to participate in this event and no costs incurred for participation in this event will be reimbursed by the Government. LIST OF QUESTIONS FOR PARTICIPANTS Questions and Answers are intended to enhance the Academia Day experience. Responses are anonymous and optional. 1. After reading the draft SOO, are there any details that you want DHS to clarify prior to releasing the formal RFP? 2. What are your admission requirements for your MBA program? 3. Do you have any issues regarding admission requirements for this proposed specialized MBA STT program? 4. For your current MBA programs, what is the ratio of your on-line to in-class courses? 5. From an administrative perspective, what are your procedures for a student who needs to withdraw from classes prior to completing the MBA STT program? 6. From an administrative perspective, what are your procedure for a student who separates from employment with the Federal Government or DHS prior to completing the MBA STT program? 7. Would all your proposed professor/instructors be identified as key personnel in your proposals and the eventual awarded contract? 8. What type of contract (Fixed-Price or Cost-Reimbursement) would your university recommend for this requirement? 9. How would you structure contract line item numbers (CLINS) for five (5) cohorts over a seven (7) years? 10. Based on the Performance Objectives identified in the SOO, what deliverables would you recommend? 11. Does your university have experience with developing graduate program curricula for Federal or State agencies? If so, please describe. 12. Does your university currently offer: Managing Research and Development Studies or any other studies as listed in the SOO Scope or similar course? Submit responses before the event, via e-mail to Jessica.Wilson@hq.dhs.gov and Robert.Marosz@st.dhs.gov on or before 2:00 p.m. ET on Tuesday, June 19, 2018. LOGISTICS Physical Participation For those who would like to participate in person, Academia Day will be held at: 1120 Vermont Avenue, NW Washington, DC 20005. The location is Metro accessible via the Orange, Silver, and Blue Metro lines at McPherson Square Metro station. If you choose to drive, there are multiple paid parking garages in the surrounding area and beneath the building. Only U.S. Citizens or Registered Aliens (Green Card Holders) will be granted access to the event. Access to the building will be provided after you register. Virtual Participation For those who would like to participate through the webinar, Academia Day can be accessed remotely via the Internet. Remote access information will be provided after you register.
