Description
The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Ordela, Inc. of Oak Ridge, TN for the refurbishment of a two-dimensional neutron detector with the option of an additional refurbishment under other than full and open competition by the authority of 41 U.S.C. 1901(e)(2) and 41 U.S.C. 3304(e). Ordela, Inc. makes the neutron detectors used on multiple neutron scattering instruments at the NIST Center for Neutron Research (NCNR). The largest specialized detectors made by Ordela that are in use at the NCNR are two-dimensional detectors used on the three Small Angle Neutron Scattering (SANS) instruments. These detectors require periodic refurbishment and/or repair. The two-dimensional neutron detector installed on the NGB30 SANS instrument is in need of refurbishment. The functionality of this detector has diminished over its lifetime since the last time that it was refurbished. The objective of this procurement is to refurbish one of the two-dimensional neutron detectors used on the NGB30 SANS instrument at the NCNR with an option to refurbish the second neutron detector. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor's commercial schedule. This requirement is expected to be awarded in August, 2018. The North American Industry Classification System (NAICS) code for this acquisition is 811219, and the size standard is $20.5M. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 3:00 p.m. (EDT) on June 27, 2018. Inquiries will only be accepted via email to donald.collie@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
