Description
CONTRACT INFORMATION: General. A-E Services are being procured in accordance with the Selection of Architects and Engineers Statute (Public Law 92-582), formerly known as the Brooks Act, and implement in Federal Acquisition Regulation (FAR) 36.6. All submissions will be evaluated in accordance with the evaluation criteria. The Government will not pay, nor reimburse, any costs associated with responding to this request. The Government is under no obligation to award a contract as a result of this announcement. Firms will be selected based on demonstrated competence and qualifications for the required work. The NAICS Code for this acquisition is 541310 and the applicable Small Business Size Standard is $7.5M. The area of consideration is RESTRICTED to a 500-mile radius of the Gulf Coast Veterans Health Care System, 400 Veterans Avenue, Biloxi, MS 39531 in which either the A/E firm s Primary or established Auxiliary/Satellite office must be located. Note: The 500-mile radius will be measured by one or more of the nationally recognized commercial free on-line mapping services from the Primary or established Auxiliary/Satellite Office Address to the above VA address (shortest driving distance option). In order to use the address of an already established Auxiliary/Satellite Office, the A/E Firm must have employees of their firm who are currently (before and at the time of SF330 submission) physically located at the Auxiliary/Satellite Office and are on the A/E s payroll- not employees of an actual or proposed subcontractor or on the payroll of an actual or proposed subcontractor. Contract Award Procedure: The proposed A/E services will be obtained by a Negotiated Firm-Fixed Price Contract. Interested parties shall ensure current Licensing and have a current registration in the System for Award Management (SAM) database at https://www.sam.gov/portal and the Vendor Information Pages database at https://www.vip.vetbiz.gov/ as well as have submitted the current cycle VETS-100 Report per the requirements located at http://www.dol/gov/vets/contractor/main.htm. Failure of a proposed SDVOSB to be certified by the CVE at the time the SF 330 is submitted shall result in elimination from consideration as a proposed contractor. SDVOSB Requirements: In accordance with VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside, a service disabled veteran-owned small business concern agrees that, in the performance of the contract, at least 50 percent of the cost of personnel for contract performance will be spent for employees of the concern or employees of other service-disabled veteran-owned small business concerns. c. Design Costs: All offerors are advised that in accordance with VAAR 836.606-73(a) the total cost of the architect or engineer services contracted for must not exceed 6 percent of the estimated cost of the construction project plus any fees for related services and activities. Additionally, FAR 52.236-22 Design Within Funding Limitations, will be applicable to this procurement action. Design limitation costs will be provided to the most highly rated AE firm selected to complete the design. The magnitude for construction (not design) of this project is between $100,000 and $250,000. SELECTION CRITERIA: The selection criteria for this acquisition will be in accordance with FAR 36.602-1 and VAAR 836.602-1 and are listed below in descending order of importance. The completed SF 330 will be evaluated by the Overton Brooks VA Medical Center Evaluation Board in accordance with FAR 36.602-5(a) and the selection report shall serve as the final selection list, which will be provided directly to the Contracting Officer. (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (5) Location in the general geographical area of the project and knowledge of the locality of the project (500 miles); (6) Acceptability under other appropriate evaluation criteria. (7) Reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. (8) Record of significant claims against the firm because of improper or incomplete architectural and engineering services. (9) Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team. SUBMITTAL REQUIREMENT: This project is a 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns under VAAR 852.219-10, VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside (Dec 2009). All original Standard Form (SF) 330 packages shall be submitted to: VA Gulf Coast Veterans Health Care System Network Contracting Office (NCO 16) ATTN: Tammy Saxon, CS 400 Veterans Ave, Bldg T102 Rm A114 Biloxi, MS 39531 (a) All SF 330 submissions shall be clearly marked with the subject line displaying the Solicitation Number 36C25618R0758. The SF 330 form may be downloaded from www.gsa.gov/forms. Completed SF 330 s shall include the primary firms, subcontractor firms, and any consultants expected to be used on the project. IMPORTANT: All submissions shall be in black and white (no color of any type) and shall be on loose leafed pages. NO color submissions NO binders of any type (b) Firms that meet the requirements listed in this announcement are invited to submit three (3) copies of the completed SF 330 including Parts I and II as described herein and one CD-ROM of the SF 330 submittal as a single pdf file, to the above address no later than 2:00 P.M. (CST) on Wednesday, JULY 18, 2018. FAX AND/OR E-MAIL SUBMISSIONS WILL NOT BE ACCEPTED. Late proposal rules found in FAR 15.208 will be followed for late submittals. (c) Interested firms shall address each of the Nine (9) Selection Criteria in their SF 330 s and additional documents/submittals. THIS IS NOT A REQUEST FOR PROPOSAL. PROJECT INFORMATION: PROJECT NO. 520-18-120 DESIGN EMERGENCY OPERATIONS CENTER BUILDING 3 (B) VA GULF COAST VETERANS HEALTH CARE SYSTEM BILOXI, MS A/E SCOPE OF WORK Provide professional Architect/Engineer (A/E) Services to include site investigative work, sub-surface investigation, planning consultations and visits, design work, preparation of contract drawings and specifications, preparation of bid items, if necessary, respond to bidders inquiries during the bid period, preparation of as-builts drawings, preparation of cost estimates, and construction period services as necessary for construction and installation of all work for Project No. 520-18-120. There will be three (3) submissions for working drawings and specification; 25%, 75%, and 100% design submissions. Existing as-built drawings will be made available to A/E; however, their accuracy shall be verified by A/E as part of the investigative services. All plans and elevation drawings shall be a minimum scale of 1/8 =1 0, large scale details (minimum ¼ =1 0 ) at largest possible scale to convey conditions of the work to be encountered. All site drawings, (if applicable), shall be a minimum of 1 =30 scale. Drawings, (including as-built drawings provided by VA), shall be developed by AutoCad Software Release 2017 or later and shall be stored on compact disk (disk to be submitted with design submissions mentioned above.) The project design shall be completed in accordance with this scope of work and all appropriate Department of Veterans Affairs (VA) Standards, specifications, and other criteria unless otherwise approved by VA. The following references, as a minimum, shall be utilized for planning and design purposes: H-08-1, VA Master Construction Specifications H-08-3, VA Construction Standards H-08-4, VA Standard Details NFPA, EPA, OSHA, and all applicable local, state, and Federal regulations Physical Security Assessment for VA Facilities www.cfm.va.gov/ til/ physicalsecurity/ vaphysicalsecurityreportnibs20020906.pdf A/E Submission Requirements - Major New Facilities Projects, Additions and Renovations www.cfm.va.gov/ til/ ae/ aesubmaj.xlsx The project consists of design of the Emergency Operations Center (EOC) in Bldg. 3, 2nd floor, Room 2C-100 (Director s Conference Room). The project is to include all computers, data, power as required for all stations, monitors, and printers Room 2C-100 will function as a conference room and dual as an EOC when needed. First Design submission (25%): After site assessment and as-built evaluations, A/E shall make a formal presentation in person to discuss with VA Engineering Service the proposed project and estimates of construction. A/E shall submit three (3) sets of project conceptual drawings on blue-line paper showing the basic plan for each discipline required. This shall include a title sheet with drawing index. A/E shall submit one copy of marked-up (edited) VA Master Specifications Table of Contents, listing applicable specification sections to be utilized. A/E shall submit three (3) copies of conceptual cost estimates, showing probable costs of construction by discipline. A narrative to accompany this design submission shall identify and describe construction phasing. Provide a compact disk with the submittal on it. Second Design Submission (75%): A/E shall submit three (3) sets of drawings, specifications, and line item cost estimates. A/E shall submit three (3) sets of project drawings showing 75% completion for each discipline involved. This shall include a title sheet with drawing index for all drawings, a detailed construction site plan, and a construction detail sheet(s) indicating applicable sections, details, etc. A/E shall submit sample edited and marked-up VA Master Specifications of each discipline for review by VA Engineering and Contracting personnel. A/E shall submit line item cost estimates based upon the most current information available. Cost totals shall reflect labor and materials separately. Provide a compact disk with the submittal on it. Third Design Submission (100% design completion): A/E shall submit three (3) sets each of drawings, specifications, phasing schedule, cost estimates, and shall incorporate all revisions, review comments, corrections, etc., made by Engineering/Contracting personnel upon previous design submission reviews. Upon receiving approval of 100% design submission, A/E shall submit fifteen (15) copies of bid documents (drawings and specifications) along with one (1) electronic set on CD. Upon completion of the construction, A/E shall obtain from the construction contractor a marked-up set of drawings incorporating as-built conditions. A/E shall submit one (1) set of as-builts (each drawing shall be stamped AS-BUILT in red ink), and shall submit computer generated material depicting as-built conditions in accordance with all applicable VA Engineering CADD requirements. A/E shall submit final as-built diskettes to VA Engineering in AutoCad 2017 or greater. The 25% Design Submission will be due not later than 60 days from the Notice to Proceed. The 75% Design Submission will be due not later than 150 days from the Notice to Proceed. The 100% Design Submission will be due not later than 210 days from the Notice to Proceed.
