This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation document will not be issued. This solicitation is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. The associated North American Industrial Classification System (NAICS) code for this procurement is 333112, Lawn & Garden Tractor & Home Lawn & Garden Equip Manufacturing with a small business size standard of 1,500 employees. This is a 100% total Small Business set-aside procurement. The Dayton VA Medical Center, 4100 W. 3rd Street, Dayton, OH 45428-9000 is seeking to purchase one (1) new Utility Tractors (5085E John Deere), turbocharged, diesel powered, with a minimum weight of 3500 lbs., with standard climate controlled cab (qty 1). The requirement includes all necessary safety devices (i.e. strobes, spot lights). This equipment shall include a minimum 2-year extended warranty above/beyond the manufacturer warranty, this will include assembly and initial training/operation requirements for in-house operators. The Utility Tractor is needed to maintain facility-wide maintenance, snow plowing, sidewalk safety salting, daily grounds keeping, and landscaping. The 5085E Utility Tractor shall be delivered fully assembled and in operational condition. It shall be offloaded by vendors designated carrier to the street level. Pre-notice of delivery date is required with minimum 24 hours notice given to Grounds Shop Supervisor or designee. The operational condition and assessment shall be validated by the Grounds Shop Supervisor or assigned designee. All contracted equipment and accessories shall be inventoried and accounted for to ensure brand new condition upon arrival. No remanufactures or gray market items will be acceptable. Gray market items are Original Equipment Manufacturers (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. Vendor shall be an OEM, authorized dealer, authorized distributor, or authorized reseller for the proposed equipment, verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM. All warranty and service associated with the equipment shall be in accordance with the OEM terms and conditions. Place of Performance The Contractor shall deliver the quoted items, FOB Destination. Contractor shall indicate on the quote how many days after receipt of an order (ARO) the items can be delivered. Contractor shall deliver the items fully assembled and in operational condition. Delivery shall be to the Dayton VA Medical Center, 4100 West Third Street, Dayton, OH, 45428-9000 (Engineering Dept). Award shall be made to the contractor whose quote offers the best value to the government, considering technical capability, past performance, and price. The government will evaluate information based on the following evaluation criteria: (1) technical capability factor meeting or exceeding the requirement, (2) past performance, and (3) price.
